Villacorta Executive Director Date: April 16, 2010 File: 10-00527 Subject: Resolution Authorizing the CRA to Join the City of Miami in Applying for a FIND Grant for Phase I of the Miami Woman's Club Baywalk Project. References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Omni Redevelopment District Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the CRA to join the City of Miami in applying for a Florida Inland Navigation District Grant ("FIND Grant"), under the 2010 Waterways Assistance Program ("WAP") for Phase I of the Miami Woman's Club Baywalk Project. On March 25, 2010, the Miami City Commission authorized the City Manager to apply for grant funding from FIND in the amount of $150,000 which represents approximately fifty percent of the total cost ($300,000) of Phase I of the Baywalk Project. The remaining fifty percent of the project costs are to be funded by the CRA's Omni Taxi Increment Fund in an amount not to exceed $150,000. Updated estimates from the City's Capital Improvement Program ("CIP") show that the total cost of Phase I of the Baywalk Project will be approximately $93,000 thereby reducing the CRA's contribution to an amount not exceeding $46,500. The CRA's contribution will be contingent upon the City of Miami and the CRA being awarded the FIND Grant, at which time the CRA will bring back a Resolution requesting authorization to partially fund Phase I of the Baywalk Project, in an amount not to exceed $46,500. JUSTIFICATION: Section 4.4, D., at page 42, of the 2009 Omni Area Redevelopment Plan, lists "[p]roviding a system of public open spaces;" and "[m]aximiz[ing] access and views to Biscayne Bay" as stated redevelopment objectives. This Resolution carries out these objectives. FUNDING: NO FISCAL IMPACT.
