HomeMy WebLinkAboutCRA-R-10-0033 Legislation 4-26-2010• NC.., i.ni 'A. • �0. tv1*- City of Miami Legislation CRA Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 10-00524 Final Action Date: A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING THE ISSUANCE OF A GRANT, IN AN AMOUNT NOT TO EXCEED $22,000, TO THE CITY OF MIAMI FOR THE PURCHASE OF GRAFFITI DETECTION SENSORS TO ASSIST THE CITY'S POLICE DEPARTMENT IN MONITORING CRIMINAL ACTIVITY, APPREHENDING OFFENDERS, AND DETERRING FUTURE CRIMES WITHIN THE REDEVELOPMENT AREA; AUTHORIZING THE EXECUTIVE DIRECTOR, AT HIS DISCRETION, TO DISBURSE THE GRANT ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO GENERAL COUNSEL; ALLOCATING FUNDS FROM OMNI TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10040.920101.883000.0000.00000. WHEREAS, the Omni Redevelopment District Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within its Redevelopment Area in accordance with its approved Redevelopment Plan; and WHEREAS, Section 4.4,D., at page 42, of the 2009 Omni Area Redevelopment Plan, lists "[c]reating opportunities for new development through improvements to the public realm" by "eliminat[ing] conditions which contribute to blight," and "enhanc[ing] the [Redevelopment] [A]rea's visual attractiveness to businesses and residents" as stated redevelopment objectives; and WHEREAS, a recent survey revealed a large concentration of graffiti within the Redevelopment Area, a significant amount of which, has been associated with "taggers" targeting the Redevelopment Area's Media/Entertainment District; and WHEREAS, graffiti detection sensors automatically identify the use of aerosol spray paint, and instantly alert law enforcement when an act of graffiti spray paint vandalism is in progress; and WHEREAS, graffiti detection sensors can be quickly installed and relocated, depending on the needs of the Police Department; and WHEREAS, sensors placed throughout the Redevelopment Area will complement the Police Department's existing gang unit and assist them with apprehending offenders who frequent the Media/Entertainment District; and WHEREAS, the CRA wishes to assist with, and improve the monitoring of criminal activity, apprehension of repeat "taggers," and deterrence of future criminal activity in affected areas; and City of Miami Page 1 of 2 File Id: 10-00524 (Version: I) Printed On: 4/20/2010 File Number: 10-00524 WHEREAS, the Board of Commissioners wishes to authorize the issuance of a grant, in an amount not to exceed $22,000, for the purchase graffiti detection sensors to assist the City's Police Department in monitoring criminal activity within the Redevelopment Area; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The issuance of a grant, in an amount not exceed $22,000, to the City of Miami for the purchase graffiti detection sensors to assist the City's Police Department in monitoring criminal activity, apprehending offenders, and deterring future crimes within the Redevelopment Area, is authorized. Section 3. The Executive Director is authorized, at his discretion, to disburse the grant on a reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory documentation. Section 4. The Executive Director is authorized to execute all documents necessary for said purpose, in a form acceptable to General Counsel. Section 5. Funds to be allocated from Omni Tax Increment Fund, "Other Grants and Aids," Account Code No. 10040.920101.883000.0000.00000. Section 6.
