for the Purchase of Graffiti Detection Sensors
for Use in the Media/Entertainment District.

BACKGROUND:
It is recommended that the Board of Commissioners of the Omni Redevelopment District Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the expenditure of
funds, in an amount not to exceed $22,000, for the purchase of graffiti detection sensors to assist the City's
Police Department in monitoring criminal activity, apprehending offenders, and deterring future crimes within the
Redevelopment Area.
A recent survey of the Redevelopment Area has revealed a large concentration of graffiti in the area's
Media/Entertainment District. The Police Department believes this district within the Redevelopment Area has
attracted the graffiti associated with a handful of "taggers" because of its high exposure to the growing number
of entertainment guests of the area.
Graffiti detection sensors identify the use of aerosol spray paint, and instantly alert law enforcement when an act
of graffiti spray paint vandalism is in progress. The detectors can be easily installed and relocated depending
on Police Department needs. These sensors placed throughout the Redevelopment Area would complement
the Police Department's existing gang unit and to assist them with apprehending offenders who frequent the
Media/Entertainment District.
JUSTIFICATION:
Section 4.4, D., at page 42, of the 2009 Omni Area Redevelopment Plan, lists "[c]reating opportunities for new
development through improvements to the public realm" by "eliminat[ing] conditions which contribute to blight:"
and "enhanc[ing] the [Redevelopment] [A]rea's visual attractiveness to businesses and residents as stated
redevelopment objectives.
This Resolution carries out these objectives.
