A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING THE ISSUANCE OF A GRANT, IN AN AMOUNT NOT TO EXCEED
$50,000, TO NEW WASHINGTON HEIGHTS COMMUNITY DEVELOPMENT
CONFERENCE, INC. FOR THE CONTINUATION OF "FOLKLIFE FRIDAYS," A
MONTHLY OPEN-AIR MARKET ON THE 9TH STREET PEDESTRIAN MALL;
AUTHORIZING THE EXECUTIVE DIRECTOR, AT HIS DISCRETION, TO
DISBURSE THE GRANT ON A REIMBURSEMENT BASIS OR DIRECTLY TO
VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY
DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE
ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM
ACCEPTABLE TO GENERAL COUNSEL; ALLOCATING FUNDS FROM SEOPW
TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT CODE NO.
10050.920101.883000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out community redevelopment activities and projects within the
Redevelopment Area in accordance with its approved Redevelopment Plan; and
WHEREAS, Section 2, Goal 5/Principle 6 at pages 11 and 15, of the 2009 Southeast
OvertownlPark West Community Redevelopment Plan prescribes that "local cultural events,
institutions, and businesses are to be promoted" as a guided principle for redevelopment; and
WHEREAS, Section 2, Goal 5/Principle 14 at pages 11 and 17, of the 2009 Southeast
Overtown/Park West Community Redevelopment Plan list "restor[ing] a sense of community and
unifying] the area culturally" as a guided principle for redevelopment; and
WHEREAS, the Board of Commissioners, by Resolution No. CRA-R-08-0059, passed and
adopted on November 3, 2008, authorized a grant, in an amount not to exceed $50,000, to New
Washington Heights Community Development Conference, Inc. ("New Washington Heights") for
production of "Folklife Fridays," a monthly open-air market that was held for six consecutive months,
on the 9th Street Pedestrian Mall; and
WHEREAS, New Washington Heights has submitted a grant proposal to the CRA requesting
$50,000, for the continuation of "Folklife Fridays" to take place on the first Friday of every month from:
(a) April 2010 to June 2010; and (b) September 2010 to November 2010; and
WHEREAS, "Folklife Fridays" showcases various local vendors, selling a variety of items, such
as arts and crafts, books, jewelry, clothing, and food; and
WHEREAS, "Folklife Fridays" supports and enhances existing businesses and local
entrepreneurs while attracting new business and promoting the culture and heritage of the Overtown

WHEREAS, the Board of Commissioners wishes to authorize a grant to New Washington
Heights Community Development Conference. Inc. for the production of "Folklife Fridays:"
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
by reference and incorporated herein as if fully set forth in this Section.
Section 2. The issuance of a grant, in an amount not to exceed $50,000, to New Washington
Heights Community Development Conference, Inc. for the continuation of "Folklife Fridays," a monthly
open-air market to be on the 9th Street Pedestrian Mall, is authorized.
Section 3. The Executive Director, at his discretion, is authorized to disburse the grant on a
reimbursement basis or directly to vendors, upon presentation of invoices and satisfactory
documentation.
Section 4. The Executive Director is authorized to execute all documents necessary for said
purpose, in a form acceptable to General Counsel.
Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, "Other Grants and
Aids," Account Code No. 10050.920101.883000.0000.00000.
Section 6. This Resolution shall become effective immediately upon its adoption.
