Subject: Resolution Ratifying the Issuance of
Two Work Orders to Under Power
Corporation for Emergency Repairs.

BACKGROUND:
It is recommended that the Board of Commissioners of the Omni Redevelopment District Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution ratifying the issuance of two work
orders, in a total amount not to exceed $15,000, to Under Power Corporation for emergency repairs to
transformers, ballasts, conductors, and lamps on street lights in the two -block area immediately surrounding the
Performing Arts Center ("PAC Super Block Project").
Pursuant to Resolution Nos. CRA-R-05-0021, CRA-05-0044, and CRA-R-06-0039, the CRA funded the
installation of certain non-standard streetscape improvements, including unique street lights in the PAC Super
Block, with the understanding that the CRA would fund maintenance of the non-standard improvements.
The Executive Director observed that approximately seven (7) street lights had ceased operating due to failure
of ballasts, transformers, or lamps. Further inspection revealed that approximately 2,100 feet of copper
conductor had been stolen leaving a large portion of the walkways surrounding the PAC unlit. The Executive
Director deemed the repairs of street lights in the PAC Super Block an emergency and issued two work orders
to Under Power Corporation, the CRA's current vendor for maintenance of street lights.
JUSTIFICATION:
Section 4.4.4, at page 51, of the 2009 Omni Redevelopment Plan, as amended, specifically provides for
improvements to the public realm, which includes making improvements to "Omni area
streetscapes...sidewalks, crosswalks, landscaping, and lighting...." Due to the sudden nature and extent of the
outage, these repairs were performed on an emergency basis utilizing the CRA's existing lighting contractor.
FUNDING: $15,000 from Omni Tax Increment Fund, "Other Contractual Services," Account Code No.
10040.920101.534000.0000.00000.
