A JOINT RESOLUTION OF THE BOARDS OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST AND OMNI REDEVELOPMENT
DISTRICT COMMUNITY REDEVELOPMENT AGENCIES ("CRAS") RATIFYING
ISSUANCE OF A GRANT, UNDER THE CRAS' SHOP, DINE, AND EXPLORE
MARKETING CAMPAIGN, IN AN AMOUNT NOT TO EXCEED $20,000, TO FILM
LIFE, INC. TO UNDERWRITE COSTS ASSOCIATED WITH THE "2009 AMERICAN
BLACK FILM FESTIVAL COMMUNITY SHOWCASE," HELD IN THE
REDEVELOPMENT AREAS FROM JUNE 25, 2009 THROUGH JUNE 28, 2009;
ALLOCATING FUNDS AS FOLLOWS: $10,000 FROM SEOPW TAX INCREMENT
FUND, "PROFESSIONAL SERVICES - OTHER," ACCOUNT CODE
NO.10050.920101.531000.0000.00000, AND $10,000 FROM OMNI TAX
INCREMENT FUND, "PROFESSIONAL SERVICES - OTHER," ACCOUNT CODE
NO. 10040.920101.531000.0000.00000.
WHEREAS, the Southeast Overtown/Park West and Omni Redevelopment District Community
Redevelopment Agencies ("CRAs") are responsible for carrying out redevelopment activities and
projects within their Redevelopment Areas in accordance with their respective Redevelopment Plans;
and
WHEREAS, Section III.B., at page 13, of the 1982 Southeast Overtown/Park West Community
Redevelopment Plan, as amended, lists "[m]aintain[ing] existing businesses] and attracting] new
business[es]," as stated redevelopment objectives; and
WHEREAS, Section III.B., at page 9, of the Omni Area Redevelopment Plan, as amended, lists
"[c]reat[ing] economic magnets ..." and "[p]romot[ing] concentrations of similar business activities , .."
as stated redevelopment objectives; and
WHEREAS, the Boards of Commissioners, by Resolution No. CRA-R-09-0032, passed and
adopted on May 18, 2009, authorized expenditure of funds, in an amount not to exceed $50,000, for a
marketing campaign to promote the businesses, cultural facilities, and restaurants within the
Redevelopment Areas; and
WHEREAS, the CRAs launched a "Shop, Dine, and Explore" marketing campaign to promote
the businesses, cultural facilities, and restaurants within the Redevelopment Areas; and
WHEREAS, Film Life, Inc. submitted a proposal to the CRAs, for presentation of a community
showcase, consisting of four days of events, in the Southeast Overtown/Park West and Omni
Redevelopment Areas to promote the film and production industries during Film Life's 13th Annual
American Black Film Festival, from June 25, 2009 through June 28, 2009; and
WHEREAS, the Boards of Commissioners wish to ratify the issuance of a grant, in an amount
not to exceed $20,000, to Film Life, Inc. to underwrite costs associated with the "2009 American Black
Film Festival Community Showcase;"

NOW, THEREFORE, BE IT RESOLVED BY THE BOARDS OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWNIPARK WEST AND OMNI REDEVELOPMENT DISTRICT COMMUNITY

REDEVELOPMENT AGENCIES OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The issuance of a grant, under the CRAs' Shop, Dine, and Explore marketing
campaign, in an amount not to exceed $20,000, to Film Life, Inc. to underwrite costs associated with
the "2009 American Black Film Festival Community Showcase," held in the Redevelopment Areas
from June 25, 2009 through June 28, 2009, is ratified.
Section 3. Funds are to be allocated as follows: $10,000 from SEOPW Tax Increment
Fund, "Professional Services - Other," Account Code No. 10050.920101.531000.0000,00000, and
$10,000 from Omni Tax Increment Fund, "Professional Services - Other," Account Code No.
10040.920101.531000.0000.00000.

Section 4. This Resolution shall become effective immediately upon its adoption.
