Visibility Program for SEOPW and Omni
Redevelopment Areas.

BACKGROUND:
It is recommended that the Boards of Commissioners of the Southeast Overtown/Park West and Omni
Redevelopment District Community Redevelopment Agencies ("CRAs") approve and adopt the attached Joint
Resolution authorizing the issuance of a grant, in an amount not to exceed $344,000, to the City of Miami
("City") to underwrite the cost of a Police Visibility program for the Southeast Overtown/Park West and Omni
Redevelopment Areas.
The City has submitted a proposal and requested grant, in an amount not exceed $344,000, to underwrite the
cost associated with the operation of a Police Visibility Program in the Redevelopment Areas.
The Program consists of enhanced police services in the Redevelopment Areas, including:
1. Increased patrols;
2. Assisting homeless and their families in obtaining services from local agencies; and
3. Increasing the number of special operations, including identification of crime patterns, club checks,
criminal sweeps, traffic details, identification of chronic offenders, undercover narcotics operations, and
prostitution details.
This Program will aid law enforcement officers in effectively serving the Redevelopment Area and deterring
crime. As a result, residents and stakeholders will enjoy an enhanced sense of security and improved quality of
lice.
JUSTIFICATION:
Section 111 B, at page 13, of the Southeast Overtown/Park West Redevelopment Plan lists "emphas[ing] crime
prevention and maintain[ing] security in the area" as a stated redevelopment objective. This Resolution carries
out that objective.
FUNDING: $284,000 from SEOPW Tax Increment Fund, "Other Grants and Aids," Account Code No.
10050.920101.883000.0000,00000 and $60,000 from Omni Tax increment Fund, "Other Grants and Aids,"
Account Code No. 10040.920101.883000.0000.00000.
