City !Manager RE: Proposal for Renewal of Police Visibility Grant for the Southeast Overtown Park West and Omni Redevelopment Areas. Dear Mr. Villacorta: Thank you for affording the City of Miami Police Department the opportunity to present you with a proposal for renewal of the Police Visibility grant for the Southeast OvertownlPark West and Omni Redevelopment Areas. The Police Visibility Program is devised to be service -oriented and will afford working partnerships to be formed with the Community Redevelopment Agency, Neighborhood Enhancement Team, residents, business owners, and homeless outreach programs, such as the Homeless Assistance Center. In order for the Police Visibility Program to be successful, the City of Miami Police Department's Field Operations Division for the Overtown and Downtown NET areas is requesting a grant in the amount of $344,000, from the Community Redevelopment Agency for the continuation of the program. The funding received from the Community Redevelopment Agency will enable us to do the following in an overtime pay capacity: . Assign more police officers to the Southeast Overtown/Park West and Omni areas to maintain order and enforce all state and local laws. 2. Conduct a number of operations during the year, including identifying crime patterns and conducing criminal sweeps, traffic details, and club checks within the area. 3. Conduct a number of operations to identify and document chronic criminals that conceal themselves within the large homeless population. 4. Conduct several prostitution details to curtail this criminal activity. For the development, planning, implementation and oversight/management of the Police Visibility Program, Commander Raimundo Socorro and Commander Ethyl Jones will utilize their experience in community policing to develop major security initiatives. In turn, a high degree of police visibility will be in place to enhance the CRAs' efforts and objectives. While the CRAs seek to eliminate the blighting conditions present within their respective boundaries, such efforts are diluted by the perception of crime. Redevelopment objectives can be achieved though a collaborative partnership between the Miami Police Department and the Community Redevelopment Agency.
