HomeMy WebLinkAboutCRA-R-09-0004 Legislation• • City of Miami Legislation CRA Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 09-00039 Final Action Date: A JOINT RESOLUTION OF THE BOARDS OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST AND OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCIES AUTHORIZING THE CREATION OF A SMALL BUSINESS ECONOMIC STIMULUS AND JOB CREATION GRANT PROGRAM, IN A TOTAL AMOUNT NOT TO EXCEED $100,000, TO PROVIDE GRANTS TO SMALL BUSINESSES FOR EQUIPMENT, FIXTURES, INTERIOR RENOVATIONS, INSURANCE, SECURITY SYSTEMS, MARKETING, ADVERTISING, AND UTILITES; PROVIDING THAT NO SINGLE GRANT SHALL EXCEED $5,000; AUTHORIZING THE EXECUTIVE DIRECTOR TO ISSUE SUCH GRANTS AND EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO GENERAL COUNSEL; ALLOCATING FUNDS AS FOLLOWS: $50,000 FROM SEOPW TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000; AND $50,000 FROM OMNI TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT CODE 10040.920101.883000.0000.00000 WHEREAS, the Southeast Overtown/Park West and Omni District Community Redevelopment Agencies ("CRAs") are responsible for carrying out community redevelopment activities and projects within their Redevelopment Areas in accordance with their respective Redevelopment Plans; and WHEREAS, Section III,B., at page 13, of the 1982 Southeast Overtown/Park West Community Redevelopment Plan, as amended, lists " [m]aintain[ing] existing business and attract[ing] new business,. . . [p]rovid[ing] opportunities for [residents] to manage and own businesses,. . . [and providing better employment opportunities and upward job mobility for residents" as stated redevelopment objectives; and WHEREAS, Section III,D., paragraphs 5-6, at page 10, of the Omni Area Redevelopment Plan, as amended, lists "[p]rovid[ing] opportunities for [residents] to manage and own businesses,... [and p]rovid[ing] employment opportunities and upward job mobility for residents" as stated redevelopment objectives; and WHEREAS, at the November 24, 2008 CRA Board meeting, the CRA was directed to identify, research and establish a grant program to assist small businesses in the Redevelopment Areas; and WHEREAS, the CRA has proposed a Small Businesses Economic Stimulus and Job Creation Grant Program to provide grants to small businesses that will allow them to better weather the current economic slowdown; and WHEREAS, the Boards of Commissioners wish to authorize the creation of the Small Business City of Miami Page 1 of 2 Printed On: 1/20/2009 File Number: 09-00039 Economic Stimulus and Job Creation Grant Program; NOW, THEREFORE, BE IT RESOLVED BY THE BOARDS OF COMMISSIONERS OF THE 4111 SOUTHEAST OVERTOWN/PARK WEST AND OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCIES OF THE CITY OF MIAMI, FLORIDA: • Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The creation of the Small Business Economic Stimulus and Job Creation Grant Program, in a total amount not to exceed $100,000, to provide grants to small businesses for equipment, fixtures, interior renovations, insurance, security systems, marketing, advertising, and utilities, is authorized; provided that no single grant shall exceed $5,000. Section 3. The Executive Director is authorized to issue grants and execute all documents necessary for said purpose, in a form acceptable to General Counsel. Section 4. Funds are to be allocated as follows: $50,000 from SEOPW Tax Increment Fund, "Other Grants and Aids," Account Code No. 10050.920101.883000.0000.00000; and $50,000 from Omni Tax Increment Fund, "Other Grants and Aids," Account Code 10040.920101.883000.0000.00000.
