Villacort Executive Director, Subject: Resolution Authorizing Issuance of Grant to Roots In The City, Inc. for Beautification, Landscape Training, Signage, and One Year of Maintenance. References: Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing issuance of a grant, in an amount not to exceed $100,000, to Roots In The City, Inc. for beautification, landscape training, signage, and one year of maintenance at various locations throughout the Redevelopment Area. The Board of Commissioners, by Resolution No. CRA-R-06-0050, passed and adopted on November 27, 2006, and CRA-R-07-0052, passed and adopted on December 12, 2007, authorized grants to Roots In The City, Inc. for beautification, landscape training, signage, and maintenance along Northwest Third Avenue. The grant has been used to beautify thirteen locations along Northwest Third Avenue, provide jobs for area residents, provide signage, and promote awareness of historic Overtown by bringing students, organizations, and the public to participate in a community garden. Roots In The City, Inc. has requested that the grant be renewed for the 2009 calendar year. JUSTIFICATION: Section IV.C., paragraph 1, at page 27, of the 1982 SEOPW Community Redevelopment Plan, as amended, lists the "[u]pgrad[ing of] the overall pedestrian environment through landscaping . . ." as a recommended improvement. Section III.B., at page 13, of the Plan lists the provision of "[Netter employment opportunities and upward job mobility for residents° as a stated redevelopment objective. Section IV.M, paragraph 2, at page 95, of the Plan lists "develop[ing] broad based awareness and appreciation of historic achievements of the [Overtown] community" as a stated objective. This Resolution accomplishes improvements and objectives set forth in the Redevelopment Plan. FUNDING: $100,000 from SEOPW Tax Increment Fund, "Other Grants and Aids," Account Code No. 11111 10050.920101.883000.0000.00000.
