BACKGROUND:
It is recommended that the Board of Commissioners for the Southeast OvertownlPark West Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the issuance of a grant,
in an amount not to exceed $400,000, to St. John Community Development Corporation, Inc. ("St. John") to
rehabilitate the St. John Apartments, at 220-250 N.W. 13th Street and 1300 N.W. 2116 Avenue, Miami, Florida,
provided that St. John demonstrates it has obtained the balance of funds necessary for the rehabilitation.
On December 3, 2006, the Board of Commissioners directed the CRA to identify housing units in need of
rehabilitation. The St. John Apartments consists of thirty-three (33) residential rental units and were constructed
with HUD block grant funds, which restricts the residents' income and rent levels. Due to hurricane damage and
deferred maintenance, approximately one-third of the units are vacant. St. John has obtained bids for the
rehabilitation of all thirty-three (33) units at a cost of $780,000.
On September 3, 2008, the Board of Commissioners, by Resolution No. CRA-R-08-0048, authorized the
issuance of a grant, in an amount not to exceed $120,000, to St. John for Phase 1 of the rehabilitation,
consisting of roof repairs. St. John is seeking additional funding from the CRA and other sources, including
Miami -Dade County to rehabilitate the interior of the apartments.
JUSTIFICATION:
Section 11I.B., at Page 13, of the 1982 SEOPW Redevelopment Plan, as amended, lists the "[r]ehabilitation of
existing housing, and [p]roviding opportunit[ies] for residents to continue to live in Overtown," as stated
redevelopment objectives. This Resolution accomplishes these objectives.
