HomeMy WebLinkAboutCRA-R-08-0058 Back-upCity of Miami Legislation CRA Resolution: CRA-R-08-0045 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 08-00939 Final Action Date:9/3/2008 A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING A GRANT, IN AN AMOUNT NOT TO EXCEED $25,000, TO JOHNSON & WALES UNIVERSITY TO PROVIDE TRAINING TO RESTAURANTS IN THE REDEVELOPMENT AREA; AUTHORIZING THE EXECUTIVE DIRECTOR, AT HIS DISCRETION, TO DISBURSE THE GRANT ON A REIMBURSEMENT BASIS, OR DIRECTLY TO VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO GENERAL COUNSEL; FUNDS TO BE ALLOCATED FROM SEOPW TAX INCREMENT FUND, ENTITLED "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects in the Southeast Overtown/Park West Community Redevelopment Area in accordance with its Redevelopment Plan ("Plan"); and WHEREAS, the Plan, at Page 13, Section III B, lists providing "[Wetter employment opportunities and upward job mobility for [Overtown] residents" and "maintain[ing] existing business[es] and attract[ing] new business[es]" as specific objectives; and WHEREAS, Johnson & Wales University has developed a training program for restaurants within the Redevelopment Area to teach job skills and improve the quality of service; and WHEREAS, the Board of Commissioners wishes to authorize the grant, in an amount not to exceed $25,000, to fund the training program; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. A grant, in an amount not to exceed $25,000, to Johnson & Wales University to provide training to restaurants in the Redevelopment Area is authorized. Section 3. The Executive Director is authorized, at his discretion, to disburse the grant on a reimbursement basis, or directly to vendors, upon presentation of invoices and satisfactory documentation. The Executive Director is authorized to execute all documents necessary for said purpose, in a form acceptable to General Counsel. Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, entitled "Other Grants and Aids," Account Code No. 10050.920101.883000.0000.00000. Section 6. This Resolution shall become effective immediately upon its adoption. Restaurant Education and Service Training Objective: Miami Dade College's School of Business Hospitality Management Program, Kendall Campus, and under the auspices of the Hospitality Institute, will provide training for individuals in the various areas of restaurant operations, which will provide and expand opportunities for individuals in the Overtown area. People perceive the food service industry as having minimum wage, low -paying jobs and the truth is that the true food service professional positions hold high paying positions. A well -managed food service operation, with good quality food can help establish the value of a restaurant in the customer's eyes, thus providing a competitive advantage over other food service establishments. Duration: That the training sessions initially to be conducted 2.5 hours, twice a week for the first four weeks. The training will be continued for 2.5 hours once a month for following 11 months. The total duration will be 67.5 hours over the course of 12 months. The program will begin at a time agreed by all entities involved. Location: Jackson's Restaurant Training topics to include: I. Service and customer relations • Restaurant service quality and understanding customer service • Attending to customer expectations • Characteristics of effective servers and greeters and "magic phrases" • Creating job descriptions • Identify legal issues surrounding hiring and employment • Guidelines for handling customer complaints II. Operations • Creating the right environment • Working efficiently and ways to do so • Food service job descriptions • Overview of the back of the house operations • Overview of the front of the house operations • Ways to control food, beverage and labor costs • Up selling techniques • Alcohol awareness • Food Safety and Sanitation o Inspecting for cleanliness o Hazard analysis and critical control points systems o ServSafe training and testing for State mandated food handler certification • • R.E.S.T. Food Service Supplies and Equipment • Menu planning • Recipe review • Overview of Ingredients • Table setting and napkin folding • Plate presentation and serving procedures Investment: A class of 10-12 participants, to include content specific delivery, workbook, classroom, and administrative/development cost, certificate of completion and a small graduation ceremony. The total cost is $ 25,000.
