Need for a Skate Park
The phenomenon of skateboarding - original referred to as "sidewalk
surfing" - has grown exponentially in recent years. As with so many
trends, skateboarding developed in the early 1960s in Southern
California as a way for surfers to enhance their surfing skills.
It is estimated that there are more than ten million skateboarders in
the United States, with nine million under the age of 18 The sport
is ranked sixth in the US in terms both of number of participants and
popularity One in every ten teenagers owns a skateboard.
The 2006 US Census estimated the population within the City of
Miami to be approximately 400,000 and, in Miami -Dade County,
approximately 2,000,000 This 2006 Census data suggests that the
number of teenagers (ages 12 to18) may range from approximately
10% and 15% of the overall population. Thus, in the City of Miami
there are at least 40,000 and - in Miami -Dade County - at
least an additional 200,000 teens that fall within this age bracket.
Further reasonable extrapolation would suggest that a conservative
estimate of perhaps 24,000 teenagers within the Miami -Dade County
geographic area could be considered skateboarders.
Given the dearth of skate parks to meet this rapidly expanding
need, skateboarders use other parks and public spaces for their
skateboarding activities, often creating safety hazards, generational
conflicts, and damage to a host of facilities.

Biscayne Skate Park
LOCATION
The proposed Biscayne Skate Park is located within the existing
Biscayne Park. It is bordered on the north by Northeast 19"' Street,
on the west by a City of Miami Fire Station, on the east by an on -
grade parking facility serving Temple Israel, and on the south by the
City of Miami Cemetery Immediately north of the proposed skate
park are three properties
85 Northeast 19th Street / Welts Fargo Bank, NA. Trustee / 3,600 SF Lot
91 Northeast 19'" Street / Pedro & Idalia Chavez / 7,250 SF Lot
109 Northeast 19'h Street / Temple Israel 128,000 SF Lot
SIZE AND ESTIMATED COST
The area of Biscayne Park in which the Biscayne Skate Park is to be
constructed measures approximately 270' in an east/west direction
and approximately 200' in a north/south direction, for an area of
approximately 54,000 square feet (1,24 acres) This area will be
devoted to the skate park as well as construction of ancillary
transitional spaces, hardscape, and landscape The skate park will
encompass approximately 17,000 square feet, and the cost of
construction and associated expenditures for a premier
"design/build" facility will be in the "order -of -magnitude" of $45
per square foot. Thus, the cost of construction of the
Biscayne Skate Park is estimated to be $765,000. The budget for
construction and installation of transitional spaces, hardscape, and
landscape — to encompass approximately 37,000 square feet at an
estimated average cost of $10 per square foot — will require the expenditure
of approximately $370,000.
Thus, the total estimated cost for Biscayne Skate Park and ancillary
facilities is S1,135,000.

GENERAL FEATURES
The objective of the Department of Parks and Recreation is to have
constructed a premier skate park facility within the City of Miami,
that will serve the needs of a variety of users, from the casual youth
skateboarder to the experienced professional. The focus of the
'designlbuild" process will be to present the physical challenges that
these users desire, while creating a skate park reflecting the most
advanced thinking in design and the most creative use of durable
materials that are cost-effective over both the short and long -terms.
The combination of the typical elements of a flow course — one with
undulating forms often associated with "skateboard beginners" — and
bowls, verts (elements of vertical angle) and transitions with steeper
and more challenging features, will create the dominant elements of
the proposed Biscayne Skate Park. Another feature — "street plazas"
— that mimic urban public spaces will also be included to offer some
of more typical physical challenges that many skateboarders seek.
OPERATIONS AND MAINTENANCE
Grounds
Biscayne Skate Park will be constructed of concrete and
' Shotcrete" (a form of gunite). Surrounding transitional areas
will be constructed of hardscape and landscape materials.
There are no specialized maintenance requirements. but

visual inspection for uneven cracks in concrete. pitting, and
spelling will be required
Income
It is anticipated that a nominal entry fee will be charged to
assist in off -setting the costs of staffing.
Rules and Regulations:
Rules and regulations for use of the facilities, including any
requirements for safety equipment, will be posted at the single
entry/exit point to the skate park.
Staffing
A park manager and appropriate support personnel will insure
the essential maintenance of the skate park, the appropriate
deportment of users, maintenance of safety standards, and
associated responsibilities.
Accessibility:
The site is readily accessible by public transportation (bus
service) running on Biscayne Boulevard. on Northeast 2"
Avenue and nearby streets and avenues (including Routes 3,
6, 9, 10. 16, 32, 93, 120). Adequate parking is provided along
the south side of Northeast 19th Street, between Northeast 2nd
Avenue and North Miami Avenue.

Benefits and Impact
ANTICIPATED USERS
The predominant users of the proposed Biscayne Skate Park are
expected to be teens between the ages of 12 and 1$ However.
there are loosely organized groups of older users who are also
expected to make use of the facility
COMPETITIONS AND DEMONSTRATIONS
Various competitions and demonstrations are held throughout the
United States during the year. Among these are both amateur and
professional events. Including the Mountain Dew National
Championships of Skateboarding, the Gravity Games, the World
Cup of Skateboarding; the Tooth and Nail Competition; the
Strawberry Bowl Bash; and the Vans Triple Crown The City of
Miami could sponsor in public -private partnerships, a variety of
annual events for amateur and professional competitors at Biscayne
Skate Park.
PUBLIC RELATIONS
The City of Miami may host various amateur competitions
throughout the year, and also may seek to attract competitors
to professional competitions that may coincide with traditional
south Florida seasonal events.

INJURIES AND SAFETY
In 2001 the British Journal of Sports Medicine noted in an article titled "Skateboarding injuries of today" (Vol 35, pp 325-28', L. Forsman and A
Eriksson) that "skateboarding should be restricted to supervised skateboard parks...," and The Journal of Trauma Injury, Infection and Critical
Care has reported that 'the more serious [skateboarding] injuries resulting in hospitalization typically involve a crash with a motor vehicle it is
evident from these two articles that access to a skate park will likely result in fewer skateboarding accidents. The American Academy of
Orthopaedic Surgeons reported that 60% of all skateboard injuries involve children under the age of 15: access for this age group to a well-

Data indicates that most skateboarding accidents occur within street rights -of -way. Irregular riding surfaces account for more than 50% of all
skateboarding injuries. The US Consumer Safety Commission has reported the following injury rates among all participants, for various sporting
activities in which teenagers within the south Florida 12 to 18 cohort age group engage
Football 2.78%
Basketball 2.57%
Soccer 1.42%
Baseball 1.26%
Volleyball 0.54%
Skateboarding 0.49%
PRESERVATION & PROTECTION OF EXISTING PARKS
The protection and preservation of existing City of Miami parks from potential skateboard damage is a high priority. Access to a well -designed
skate park seven days a week, will have the ameliorating effect of diminishing the abuse of other parks and public spaces by skateboarders.
CHARACTER & STRUCTURE OF SURROUNDING COMMUNITY
The character of the community immediately surrounding the proposed Biscayne Skate Park is of mixed use Only one, single family residence
located north of the proposed skate park site is currently occupied. Other surrounding uses include Temple Israel, on -grade parking facilities, a
City of Miami Fire Station, the City of Miami Cemetery, and a half -acre lot west of Temple Israel

DAMAGE TO PUBLIC FACILITIES
Damage to existing facilities throughout the City of Miami resulting
from the unauthorized and unsupervised use of parks and public
spaces by skateboarders generates unsafe conditions and on -going
maintenance and replacement costs. An additional consequence of
such use is the adverse visual impact on the aesthetic quality of City
of Miami park facilities. In extreme instances, where injury to park
users may result from the deterioration of such facilities - such as the
spalling and erosion of bench edges as indicated in the image at the
lower right - the possibility of liability becomes a consideration
A well -designed, appropriately functioning skate park facility - such
as that proposed for Biscayne Park - that is accessible to all ages of
skateboarders is likely to significantly reduce the improper use of
existing park facilities and public spaces, and thus the recurring
damage and resultant maintenance and restoration costs.

CONSTRUCTION
It is anticipated that the Biscayne Skate Park will be constructed as a
permanent, high -use facility. As such, its construction will be of
concrete and "Shotcrete" (a type of gunite). The use of concrete and
"Shotcrete" - rather than wood or steel — offers the following
advantages.
Superior durability
Best long-term design and materials solution
Lowest maintenance costs
Superior comparable long-term costs
Safest material due to potential for 'gentle edge" design
Least heat load
Least noise
It is anticipated that the Biscayne Skate Park will be constructed as a
permanent, high -use facility. As such. the schedule for planning,
designpermitting, construction, and dedication of Biscayne Skate
Park is anticipated to be as follows

Traffic Control,
316.0085 — Skateboarding. freestyle and mountain and off -road bicycling,
paintball, definition, liability.
(4) "A government entity or public employee is not liable to any person who
voluntarily participates in skateboarding, inline skating, paintball. or
freestyle or mountain and off -road bicycling for any damage or injury
to property or person which arises out of a person's participation in
such activity, and which takes place in an area designated for such
activity "
All users will be required to execute a Consent Form and a Waiver of
Liability, and users under the age of 18 shall be required to have their
parent(s) execute said Consent Form and Waiver of Liability.

EXISTING SKATE PARKS IN
SOUTH FLORIDA
Two permanent skate parks exist in Miami -Dade County. One is MIA
Skate Park, an indoor facility located at 1850 Northwest 84'h Avenue
in the Village of Doral, and the other is Palmetto Bay Skatepark,
located in the Village of Palmetto Bay at Southwest 94'rh Avenue and
Southwest 175th Terrace, just east of South Dixie Highway. Neither
of these facilities would be considered a premier skate park
comparable to that which is proposed for Biscayne Skate Park.
