HomeMy WebLinkAboutCRA-R-08-0051 Legislation• • City of Miami Legislation CRA Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 08-00999 Final Action Date: A JOINT RESOLUTION OF THE BOARDS OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST AND OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCIES WAIVING THE 25% MATCH REQUIREMENT UNDER DOWNTOWN MIAMI PARTNERSHIP'S "WRAP -AROUND BUILDING REHAB PROGRAM FOR RESIDENTIAL BUILDINGS AND BUILDINGS OCCUPIED BY SMALL BUSINESSES, AS DEFINED BY THE UNITED STATES SMALL BUSINESS ADMINISTRATION;" AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE. WHEREAS, the Southeast Overtown/Park West and Omni Redevelopment District Community Redevelopment Agencies ("CRAs") are responsible for carrying out community redevelopment activities and projects within their respective Redevelopment Areas in accordance with their approved Redevelopment Plans; and WHEREAS, the Boards of Commissioners, by Resolution No. CRA-R-05--0038, • passed and adopted on November 3, 2005, authorized a grant, in an amount not to exceed $312,500, to the Downtown Miami Partnership to provide partial funding for its "Wrap -Around Building Rehab Program" ("Wrap -Around Program"); and WHEREAS, the Boards of Commissioners, by Resolution No. CRA-R-07-0032, passed and adopted on July 30, 2007, amended Resolution No. CRA-R-05-0038 to expand the scope of the grant for the Wrap -Around Program to include preservation and restoration of historic buildings, and further allocated additional funds, in an amount not to exceed $450,000 to the Wrap -Around Program; and WHEREAS, the remaining balances in the Omni CRA and the SEOPW CRA are $315,375 and $285,775, respectively; and WHEREAS, grantees requesting a grant under the Wrap -Around Program are currently required to provide 25% in matching funds; and WHEREAS, many of the owners of residential properties and small businesses within the Redevelopment Areas would participate in the Wrap -Around Program, but are unable to provide the requisite matching funds; and WHEREAS, the Boards of Commissioners wish to waive the 25% match requirement under the Wrap -Around Program for residential property owners and qualifying small businesses; • NOW, THEREFORE, BE IT RESOLVED BY THE BOARDS OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST AND OMNI REDEVELOPMENT DISTRICT COMMUNITY City of Miami Page 1 of 2 Printed 0,n: 8/27/2008 File Number 08-00999 • • • REDEVELOPMENT AGENCIES OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and finds contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The waiver of the 25% match requirement under Downtown Miami Partnership's "Wrap -Around Building Rehab Program for residential buildings and buildings occupied by small businesses, as defined by the United States Small Business Administration is authorized. Section 3. The Executive Director is authorized to execute all documents necessary for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption.
