Upgrades to Omni Area Water and

BACKGROUND:
It is recommended that the Board of Commissioners of the Omni Redevelopment District Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution rescinding Resolution No. CRA-R-
06-0031 in its entirety and authorizing the expenditure of funds, in an amount not to exceed $6,500,000, for the
design and installation of upgrades to the water and sewer facilities in the Omni Redevelopment Area (the
"Project").
The water and sewer facilities in the Omni Redevelopment Area are in need of upgrading to facilitate
redevelopment and adequately serve the area's residents and businesses. The Board of Commissioners, by
Resolution No. CRA-R-06-0031, passed and adopted on July 31, 2006, authorized the execution of an
agreement with Miami -Dade County for its Water and Sewer Department to design and construct the Project.
However, the proposed agreement with Miami -Dade County was not passed out of the Governmental Operations
and Environment Committee.
The attached Resolution authorizes the Project to proceed with project vendors selected by the City of Miami or
alternatively, if necessary to expedite the project, authorizes the issuance of a Request for Qualifications ("RFQ")
for design -build firms. Any proposed agreement resulting from an RFQ would be brought back to the Board for
its consideration.
JUSTIFICATION:
The Omni Redevelopment Plan, at page 9, Section III. C., lists as a development objective the provision of
"adequate public utilities and services for the area's residents and businesses" and, at page 26, Section V.B.,
provides for "Public infrastructure improvements including, but not limited to, utilities ...;" upgrading the Omni
area water and sewer facilities furthers that objective.
FUNDING: $6,500,000 from Omni Tax Increment Fund entitled "Construction in Progress," Account Code
No. 10040.920101.670000.0000.00000.
