JOHN COMMUNITY DEVELOPMENT CORPORATION, INC. FOR ROOF REPAIRS AT THE ST. JOHN APARTMENTS AT 220-250 N.W. 13TH STREET AND 1300 N.W. 2ND AVENUE, MIAMI, FLORIDA; AUTHORIZING THE EXECUTIVE DIRECTOR, AT HIS DISCRETION, TO DISBURSE THE GRANT FUNDS ON A REIMBURSEMENT BASIS OR DIRECTLY TO VENDORS UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO GENERAL COUNSEL; ALLOCATING FUNDS FROM SEOPW TAX INCREMENT FUND, ENTITLED CONSTRUCTION IN PROGRESS," ACCOUNT CODE NO. 10050.920101.670000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency • ("CRA") is responsible for carrying out redevelopment activities and projects in the Southeast Overtown/Park West Redevelopment Area in accordance with its Redevelopment Plan ("Plan"); and WHEREAS, on December 18, 2006, the Board of Commissioners directed the CRA to identify housing units in need of rehabilitation; and WHEREAS, the 33-unit St. John Apartments, at 220-250 N.W. 13th Street and 1300 N.W. 2nd Avenue, were constructed with HUD block grant funds and are restricted as to income and rent levels; but due to hurricane damage and deferred maintenance, approximately one-third of the units are vacant; and WHEREAS, the Plan, at page 13, at Section III, B., lists the "rehabilitation of existing housing, . . . provid[ing] opportunity for residents to continue to live in Overtown, [and] . remov[ing] slum and blight conditions" as stated objectives; and WHEREAS, on February 26, 2007, the Board of Commissioners, by Resolution No. CRA-R-07-0008, authorized the issuance of a grant, in an amount not to exceed $54,024.31, for exterior repairs and painting of the St. John Apartments; and WHEREAS, the units are in need of roof repairs and St. John has requested a grant for such repairs; and WHEREAS, the Board of Commissioners wishes to authorize the grant; City of Miami Page 1 of 2 Printed On: 8/26/2008 File Number: 08-00947 • • NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWNIPARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. A grant, in an amount not to exceed $120,000, to St. John Community Development Corporation, Inc. for roof repairs at the St. John Apartments at 220-250 N.W. 13th Street and 1300 N.W. 2nd Avenue, Miami, Florida, is authorized. Section 3. The Executive Director is authorized, at his discretion, to disburse grant funds on a reimbursement basis, or directly to vendors, upon presentations of invoices and satisfactory documentation. Section 4. The Executive Director is authorized to execute all documents necessary for said purpose. Section 5. Funds are to be allocated from SEOPW Tax Increment Funds, entitled "Construction in Progress," Account Code No. 10050.920101.670000.0000.00000. Section 6.
