References: Executive Directo Enclosures: Supporting Documentation; Legislation BACKGROUND: It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the issuance of a grant, in an amount not to exceed $120,000, to St. John Community Development Corporation, Inc. ("SJCDC") for roof repairs at the St. John Apartments at 220-250 N.W. 13th Street and 1300 N.W. 2nd Avenue, in Overtown. On December 18, 2006, the Board of Commissioners directed the Executive Director to identify housing units in need of rehabilitation to bring vacant units back online or to preserve their habitability. The St. John Apartments were constructed with HUD block grant funds and are restricted as to income and rent levels. Due to hurricane damage and deferred maintenance; however, approximately one-third of the units are vacant. The Board of Commissioners by Resolution No. CRA-R-07-0008, passed and adopted on February 26, 2007, authorized the issuance of a grant, in an amount not to exceed $54,024.31, to SJCDC for exterior repairs and painting of these units. The apartments are also in need of roof repairs and SJCDC has requested a grant for these repairs. This grant will accomplish the reroofing of the apartments prior to performance of extensive interior repairs. JUSTIFICATION: The Redevelopment Plan, at page 13, Section Ili. B. lists "rehabilitation of existing housing ....replacement of dilapidated housing ... [and] provid[ing] opportunity for residents to continue to live in Overtown" as stated objectives. This grant furthers those objectives and the wishes of the Board by helping to return vacant rent restricted units to habitability and preserving the livability of the occupied units.
