BACKGROUND:
It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing assignment of
the CRA's grant agreement with Veterans Employment Transition Services Inc. ("VETS") for its hospitality
job training program to Miami Dade -College. Additionally, the Resolution authorizes additional grant
funding in an amount not to exceed $100,000.
The Board of Commissioners, by Resolution No. CRA-R-07-0015, passed and adopted on March 26,
2007, authorized the issuance of a grant, in an amount not to exceed $100,000, to Veterans Employment
Transition Services, Inc. ("VETS"), with Camillus House, Inc. serving as the fiscal agent, for the creation
of a hospitality institute job training and job placement pilot program ("Hospitality Institute"). Miami -Dade
College has provided technical assistance to the Hospitality Institute, and is in a position to obtain
additional funding and expand the program. VETS and Camillus House, Inc. wish to assign the grant
agreement to Miami -Dade College. Miami -Dade College wishes to accept the assignment but has
requested that the grant be extended for an additional year. Board approval is required for the
assignment and commitment of additional funds.
JUSTIFICATION:
The Plan, at page 13, Section III B, lists as a specific objective the provision of "better employment
opportunities and upward job mobility for [Overtown] residents." Section 23, at page 11, of the grant
agreement provides that "[t]he obligations of VETS and CAMILLUS under this Agreement shall not be
delegated or assigned to any other party without the CRA's prior written consent. . ." Allowing the
assignment and providing continued funding will allow Miami -Dade College to operate and expand the job
training program.
FUNDING SOURCE: $100,000 from SEOPW Tax Increment Fund, entitled "Other Grants and Aids,"
Account Code No. 10050.920101.883000.0000.00000.
