References: Enclosures: Legislation It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") approve and adopt the attached Resolution authorizing the Executive Director to negotiate an agreement with Dev-Con Urban Partners & Affordable, LLC, ("Dev-Con") the recommended proposer, for the development of CRA-owned parking lot P-2 at 229-247 N.W. 12'h Street. Any proposed agreement will come back to the Board for its consideration. On April 28, 2008 the Board of Commissioners directed the Executive Director to issue a Request for Proposals ("RFP") for development of CRA-owned parking lot P-2, at 229-247 N.W. 12th Street. On May 7, 2008, the RFP was issued and two responses were received on June 5, 2008; however, one of the responses was untimely and, therefore, disqualified. A committee consisting of Mr. James Villacorta, Mr. Clarence Woods, and Ms. Jessica Pacheco was formed to evaluate the responses and recommends negotiation with Dev-Con. The proposal submitted by Dev-Con consists of approximately 40 affordable rental units, replacement of existing parking, and commercial/retail space. JUSTIFICATION: The Plan at Section IPI, B., at page 13, lists as redevelopment objectives the "[r]eplac[ment of] dilapidated housing, ... This Resolution furthers these objectives and the Board's commitment to providing affordable housing. JHV/pk
