In response to the RFQ, three (3) proposals were received by the CRA and reviewed by the DRI Review Committee, consisting of the following members: Clarence Woods (CRA), Rogelio Madan (Planning Department) and Chelsa Arscott (CRA). The Committee met on May 10, 2008 to review the proposals. Villacorta, Executive Director 49 NW 5 Street Suite 100 Miami, Florida 33128 RE: Request for Qualifications: Southeast Overtown / Park West (SEOPW) Development of Regional Impact (DRI) Increment III Dear Mr. Villacorta: The Curtis Group is pleased to submit this response to the Request for Qualifications for SEOPW DRI Increment III. ° We are committed to the goal of creating a dynamic and functional Overtown / Park West area, appealing and attractive to residents and visitors alike. We believe that good land use planning will lead to polices and programs that can be further implemented through the DRI process. Plans, such as the Overtown Greenways Plan and the Community Redevelopment Plan, help establish the vision for the area. The DRI process provides an opportunity to implement this vision. Our Team of professionals has significant experience and expertise in translating visions into reality through the DRI process. Given the current development proposals and market dynamics in the area, Overtown / Park West has immense redevelopment potential which must be balanced with protecting and enhancing the quality of life for the area residents. Through our work for the Miami Downtown Development Authority (DDA), The Curtis Group and our Team of consultants are intimately aware of the issues facing this area. Our Team is the same group of consultants that successfully completed the Increment II application for the adjacent Downtown Miami DRI (DDRI) and are in the process of preparing the Increment III DRI Application for Development Approval (ADA). Furthermore, our Team, also, successfully implemented the SEOPW Increment II Notification of Proposed Change (NOPC) and completed the Annual Status Report for the SEOPW DRI. Copies of portions of each of these documents are included in the Work Sample section of this RFQ response. Our Team of professionals are experts in areas of transportation, economics, environment, infrastructure and legal requirements, particularly as these issues relate to DRI growth management requirements. In coordination with the Community Redevelopment Agency (CRA), our team will produce strategies and implementing documents designed to ensure that the process for impact review of large-scale development in the SEOPW area is effective and fair to all stakeholders. Mr. Curtis has participated in the DR! process from both sides of the proceedings. As principal planner for the South Florida Regional Planning Council, he led the review, analysis and assessment of DRI applications. He is an expert in issues related to urban infill and has significant expertise in regulatory planning. He has a strong background and professional training in conflict resolution and consensus building and is a highly regarded team builder, leader and communicator. Along with other Team members, Mr. Curtis completed the SEOPW NOPC, SEOPW Annual Report, DDRI Increment II ADA and is presently working on the DORI Increment III ADA. Mr. Curtis will be responsible for project administration, preparing fund reports, applications, and presentations at public hearings. Cathy Sweetapple, AICP, of Cathy Sweetapple & Associates, acting as the transportation consultant, will be responsible for transportation analysis, air quality analysis and hurricane preparedness. Ms. Sweetapple is well versed in local land development regulations, state statutes governing regional developments, rules governing transportation policy, growth management and access management and federal regulations policies and guidelines promoting livable communities. Along with other Team members, Ms. Sweetapple completed the SEOPW NOPC, SEOPW Annual Report, DDRI Increment II ADA and is presently working on the DDRI Increment 1l1 ADA. Ms. Sweetapple will be responsible for transportation analysis, traffic and related infrastructure studies. Ms. Cathy Sweetapple & Associates is a woman -owned business. Ms. Sweetapple is joined in this RFQ by Arturo Perez, PE, the Team's transportation modeler. Mr. Perez created the Paramics Model used to evaluate the roadway network modifications as part of the Downtown Miami Transportation Master Plan. In addition, Mr. Perez completed the transportation modeling portion of FDOT's 1-395 PD&E. Ms. Sweetapple is also joined by Lisa Bernstein, PE, for intersection and ramp analysis, Kim Brown, PE, for air quality analysis, and Kevin McNally for traffic data collection. Kristopher Smith of Local Initiatives Support Corporation, acting as the public outreach consultant, will provide expertise and knowledge gained from his role as program manager, community builder and relationship manager for the Overtown comprehensive revitalization efforts at South Florida LISC. Prior to his current position, Mr. Smith worked as an Administrator for the City of Miami Overtown Neighborhood Enhancement Team (NET). Mr. Smith has over ten years of community building experience for the non-profit, government and educational sectors. Jeffrey Bercow of Bercow, Radell & Fernandez, P.A., acting as project attorney, will provide legal expertise regarding issues of DRI law, and other issues regarding comprehensive plan, growth management, zoning and related land use law matters. Along with other Team members, Mr. Bercow completed the SEOPW NOPC, SEOPW Annual Report, DDRI Increment ll ADA and is presently working on the DDRI Increment III. Bercow, Radell & Fernandez, P.A. is located in the City of Miami. Darryl Sharpton, CPAIABV, of Sharpton, Brunson & Company, P.A., acting as the economic consultant for revenue projections, will conduct feasibility and economic impact analysis of SEOPW Increment ill. Mr. Sharpton has over 20 years of experience performing economic and feasibility consulting for governmental entities as well as real estate developers. Because of his specialized knowledge and expertise in the area of economic analyses, Mr. Sharpton is a highly sought and respected expert witness for governmental entities throughout the State of Florida. Sharpton, Brunson & Company, P.A. is a Minority -Owned Business in the City of Miami. Request for Qualifications Southeast Overtown 1 Park West DRI Increment III Page 3 • • Andy Dolkart of Miami Economic Associates, acting as the economic consultant for affordable housing, will consult on the proposed development program, and affordable housing of SEOPW Increment III. Mr. Dolkart has provided real estate consulting services to developers, investors, and governmental entities for over 30 years. Mr. Dolkart is presently engaged by the Downtown Miami Development Authority to prepare an affordable housing analysis to rebut the need to provide affordable housing as part of the DDRI Increment III ADA. Manny Echezarreta, PE, of Ford Engineers, Inc. acting as the civil engineering consultant, will provide civil engineering expertise related public facilities, services and infrastructure. Mr. Echezarreta has over 30 years of experience in site/civil and environmental engineering in the South Florida. Ford Engineers, Inc. is a Minority -Owned Business in the City of Miami. Ed Swakon, PE, of EAS Engineering acting as the environmental consultant, will provide the expertise to respond to the DRI questions related to the natural environment, as well as, any coastal systems analysis in the event an expansion to the SEOPW DRI boundary is sought. In addition to the members discussed above, the Team includes members who will serve as resources should the need arise. In particular, parks and schools are two areas where additional expertise may be warranted. These resource Team members include Dr. Kathyrn Wilbur of K. Wilbur Consulting, as the school consultant, and Aida Curtis as the park and public realm consultant. Ms. Wilbur is the leading school expert in Miami -Dade County. K. Wilbur Consulting, inc. is a Women -Owned Business in the City of Miami. Ms. Curtis of Curtis + Rogers Design Studio provides public realm design and implementation services for numerous downtown projects and is currently the prime consultant for the Bayfront Park Master Plan. Curtis + Rogers Design Studio is a Minority Women -Owned Business in the City of Miami. Included in this response to the RFQ are resumes and cut sheets of other project experiences which further describe the capabilities of our Team members who are ready to fully commit their time and energy to the SEOPW DRI Increment III project. We have enjoyed the preparation of this proposal and are confident that our team of consultants will produce the work you require and the quality you expect.
