A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWNIPARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA")
RESCINDING RESOLUTION NO. CRA-R-07-0028; RATIFYING THE EXECUTIVE
DIRECTOR'S ISSUANCE OF A WORK ORDER, IN AN AMOUNT NOT TO
EXCEED $17,500, TO OLMEDILLO X 5, INC. TO PREPARE A FINDING OF
NECESSITY STUDY FOR EXPANSION OF THE BOUNDARIES OF THE
SOUTHEAST OVERTOWNIPARK WEST REDEVELOPMENT AREA; FUNDS TO
BE ALLOCATED FROM SEOPW TIF FUND, ENTITLED "PROFESSIONAL
SERVICES," ACCOUNT CODE NO. 10050.920101.5310000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency
("SEOPW CRA") is responsible for carrying out redevelopment activities and projects in accordance
with its Redevelopment Plan; and
WHEREAS, on December 31, 2007, the City of Miami, Miami -Dade County, the SEOPW CRA,
and the Omni Redevelopment District Community Redevelopment Agency entered into an Interlocal
Agreement, which provided, among other things, for the expansion of the boundaries of the Southeast
Overtown!Park West Redevelopment Area; and
WHEREAS, the expansion of the Southeast Overtown/Park West Redevelopment Area may
only be undertaken upon the completion of a Finding of Necessity Study; and
WHEREAS, by Resolution No. CRA-R-07-0028, the Board of Commissioners of the SEOPW
CRA authorized execution of an agreement with Florida International University's Metropolitan Center
("FIU"), in an amount not to exceed $25,000, to update the Finding of Necessity Study for the
Amended 2004 SEOPW Redevelopment Plan and to evaluate additional expansion of the
Redevelopment Area; and
WHEREAS, FIU ultimately submitted a proposal at a cost in excess of $38,000; and
WHEREAS, the CRA subsequently received a proposal from Olmedillo X 5, Inc., whose
principal performed the original study for the 2004 Amended Plan, in the amount of $17,500; and
WHEREAS, the Executive Director issued Work Order No. 08-07, in the amount of $17,500, to
Olmedillo X 5, Inc. for preparation of a Finding of Necessity Study for the expansion of the boundaries
of the Southeast Overtown/Park West Redevelopment Area; and
WHEREAS, the Board of Commissioners wishes to rescind Resolution No. CRA-R-07-0028
and ratify the issuance of Work Order No. 08-07 for the Finding of Necessity Study;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY

OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. Resolution No. CRA-R-07-0028 is hereby rescinded.
Section 3, The Board of Commissioners ratifies the Executive Director's issuance of a
Work Order, in an amount not to exceed $17,500, to Olmedillo X 5, Inc. to prepare a Finding of
Necessity Study for expansion of the boundaries of the Southeast Overtown/Park West
Redevelopment Area.
Section 4. Funds to be allocated from SEOPW TIF Fund entitled "Professional Services,"
Account Code No. 10050.920101.5310000.0000.00000.
Section 5. This Resolution shall become effective immediately upon its adoption.
