A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA")
AUTHORIZING EXECUTION OF AN AGREEMENT WITH FLORIDA
INTERNATIONAL UNIVERSITY'S METROPOLITAN CENTER, IN AN AMOUNT
NOT TO EXCEED $25,000, TO UPDATE THE FINDING OF NECESSITY STUDY
FOR THE AMENDED 2004 SEOPW REDEVELOPMENT PLAN AND TO
EVALUATE ADDITIONAL EXPANSION OF THE REDEVELOPMENT AREA;
FUNDS TO BE ALLOCATED FROM SEOPW TIF FUND ENTITLED
"PROFESSIONAL SERVICES," ACCOUNT CODE NO.
10050.920101.5310000.0000.00000.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out redevelopment activities and projects in the Southeast Overtown/Park
West Redevelopment area; and
WHEREAS, by Resolution No. CRA-R-04-0014, passed and adopted on November 15, 2004, the
CRA's Board of Commissioners accepted the Amended 2004 Southeast Overtown/Park West
Redevelopment Plan (the "Amended Plan"); and
WHEREAS, by Resolution No. R-05-0354, passed and adopted on May 26, 2005, the City of
Miami Board of Commissioners approved and adopted the Amended Plan; and
WHEREAS, on June 21, 2005 the Amended Plan was transmitted to Miami -Dade County for
approval; and
WHEREAS, Miami -Dade County has asked that the Finding of Necessity Study contained in the
plan be updated; and
WHEREAS, the Board of Commissioners wishes to evaluate additional expansion of the
Redevelopment Area; and
WHEREAS, the Board of Commissioners wish to authorize execution of an agreement with
Florida International University's Metropolitan Center to update the Finding of Necessity Study;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by

reference and incorporated herein as if fully set forth in this Section.
Section 2. The execution of an agreement with Florida International University's Metropolitan
Center, in an amount not to exceed $25,000, to update the Finding of Necessity Study for the
Amended 2004 SEOPW Redevelopment Plan and to evaluate additional expansion of the
Redevelopment Area is authorized.
Section 3. Funds to be allocated from SEOPW TIF Fund entitled "Professional Services," Account
Code No. 10050.920101.5310000.0000.00000.
Section 4. This Resolution shall become effective immediately upon its adoption.

Purpose: Finding of Necessity Report — Modification to

SCOPE OF SERVICES
Prepare and present a Finding of Necessity Report for the proposed modification to the boundaries of the
iihkSoutheast Overtown/Parkwest ("SEOPW") Redevelopment Area and 2004 Amended SEOPW Redevelopment
lopPlan. The Finding of Necessity Report must: 1) include pictures, data and analysis; 2) determine whether the
areas in the proposed amended boundaries are slum and blighted pursuant to Chapter 163, Part III, Florida
Statutes; and 3) determine whether the areas meet the criteria for inclusion in the SEOPW Redevelopment Area
and 2004 Amended SEOPW Redevelopment Plan; 4) be in a form acceptable to the SEOPW Community
Redevelopment Agency, the City of Miami, and Miami Dade County.
Fee: Not to exceed S17,500

Pursuant to our previous conversation, please find below the proposal for professional
services that we can provide in the referenced matter. Should you consider our proposal
acceptable, please remit the first payment, with a signed copy of this document.
PROPOSAL
Provide professional services in my capacity cis a land use, planning and zoning expert in the
referenced matter.
SCOPE OF SERVICES;
1. Prepare a "slum and Blight" report, pursuant to the existing definition in the
Florida Statutes, for the proposed area expansion of the SEOPW CRA.

2. Conduct a visual inspection of all the properties located in the proposed
expansion areas.
3. Prepare a report containing the results of the visual inspection and public
records research. This report will contain each property identification;
occupancy; activity; state of disrepair; apparent code violations; age of the
structure; public or private ownership; and zoning district.
4. The report will contain the conclusions that would allow the areas to meet the
required definition of "slum and Blight".

PROFESSIONAL FEES
1. Upon acceptance of this proposal. $7,500.00
2. Upon delivery of three copies of the report $5,000.00
3. Upon conclusion of review by the CRA Staff $5,000.00
We will be available for the series of public hearings required to achieve the
proposed expansion of the redevelopment areas.
Please give us sufficient notice of the hearing dates, meetings, and datelines for any
reports or presentation outlines that we may have to prepare.
