Congratulations on the continued progress in assembling the Jazz Village redevelopment project SunTrust Bank
is excited about this important redevelopment project to provide affordable housing to the community. We look
forward to working with you to analyze the various financing components, whether tax exempt bonds, New
Markets Tax Credits, Low Income Housing Tax Credits, and/or conventional construction and permanent loan
financing.
While we have participated in projects with a host of different ownership and entitlement structures we suggest
you continue to work to streamline the Jaz7 Village ground lease structure. As we have discussed, some of the
financing options we would like to consider for the build -out of the project might be better served under a single
1-nsehold structure rather than an assemblage of different models. Additionally, it appears such a structure may
work well with a residential lease -to -own program financed in part by the New Markets Tax Credits.
We look forward to working with you as this continues to advance and thank you for giving us the opportunity to
provide financing for you.

On November 6, 2007, the Miami -Dade County Board of County Commissioners (BCC) approved the FY 2008-2012 Consolidated
Plan that includes our FY 2008 Action Plan funding allocations for the FY 2008 Community Development Block Grant (CDBG), the
HOME Investment Partnership (HOME), the Emergency Shelter Grant (ESG), the State Housing Initiative Partnership (SHIP), the
Housing Development Action Grant (HODAG), the Documentary Surtax, and the Rental Rehab Program Income funds. This action
by the Board of County Commissioners was the culmination of the FY 2008 Consolidated Request for Applications (RFA) process,
which opened on August 6, 2007, and was coordinated by the Office of Community and Economic Development (OCED). It is our
pleasure to congratulate your agency on your award as described above.
In an effort to initiate the contract preparation and execution process, please fill out and retum the following documents (see
samples attached) by December 17, 2007:
• Detailed and summary budgets, as per format provided
• Scope of services, as per format provided
• Environmental Review (ER) form with attachments
In addition, funded agencies are required to attend our Contract Development Technical Assistance workshop scheduled as
follows:

K.I.M.C. Investments, Inc. (dba MedVance Institute) was formed in February
1999 by Deborah Kann Schwarzberg to acquire and operate proprietary postsecondary
schools concentrating on training students for careers in the health -related and nursing
professions. Deborah is a native of Miami Beach where she spent most of her life before
moving to West palm Beach, which is where the company is headquartered.
In May 2000, MedVance acquired schools individually licensed in Tennessee and
Louisiana. In 2002, West Palm Beach and Ft. Lauderdale schools were opened as
branches of the original schools. The Ft. Lauderdale location is housed on the Campus of
Florida Medical Center. In 2003, the Company purchased a Practical Nursing school in
Stuart, Florida and an additional allied health school in Houston, Texas. The Miami
campus was opened in South Miami in 2004 as a branch location and in 2006 a school
branch was opened in Nashville, Tennessee on the campus of Centennial Medical Center.
In January 2008 a second location was established in the Northwest section of Houston
and another campus in Texas will be opened in the Grand Prairie area, in close proximity
to Dallas in April. All the MedVance schools are licensed by the states where they do
business and are nationally accredited by either ABHES or COE. The hospital -focused
specialty programs, Practical Nursing, Surgical Technology, Radiologic Technology and
Medical Laboratory Technology, have programmatic accreditation. The U.S. Department
of Education provides the students who qualify with Title IV funds for financial
assistance with Federal loans and grants. Students may also qualify for financial aid
assistance through State agencies and private foundations. Since 2000, 6,863 students
have graduated from the MedVance locations.
Typically, schools to be operated by MedVance offer programs leading to jobs in
the following medical or health -related positions: Medical Assistant, Medical Laboratory
Technician, Surgical Technician, Licensed Practical Nurse, Medical Coding Specialist,
Patient Care Technician, Medical Office Administration, Massage Therapy, Pharmacy
Technician and Radiologic Technology.
The new programs that are being considered include: the Bridge Program for
Nursing, Emergency Medical Technician, Paramedic Technician, Histology Technician,
Respiratory Therapy, Cardiovascular Technician, Information Technology and
Biomedical Technician as well as a variety of other medical business and accounting
programs. The Company is presently working to establish modality training in areas
including MRI, CT, Ultrasound and Nuclear Medicine.
The Company distinguishes itself from others in the postsecondary education
market by its focus on the medical/technical industry segment and its relationships with
major medical employers and hospital systems.

In selecting in -coming students, the Company's schools require a variety of
academic and personal accomplishments by its applicants including: the presentation of a
high school diploma reflecting satisfactory grades or a General Equivalency Diploma
("G.E.D"), and an acceptable level of competence in English. In addition, MedVance
expects that its students have an understanding of commitment to the school's academic
programs and prior to admission the student's level of commitment is assessed before a
final acceptance is offered. Employment in many hospitals and medical businesses
require criminal background checks. The school's admissions policies closely mirrors
the requirements of employment at hospitals and medical businesses regarding criminal
background to help eliminate students from training in areas where they will not be
permitted to work. While MedVance's admission philosophy is to welcome all qualified
students, it is also consistent with admission standards to admit into school those students
who are believed to be capable of completing the coursework offered and who will
succeed in job placement.
The Company keeps its curricula and teaching methods in step with contemporary
knowledge of medical fields of practice. Current teaching methods blend a mixture of
lectures, in -class exercises, out -of -class reading, laboratory skills practice and hands-on
training.
Administrative services and faculty at the MedVance schools are recruited and
managed by each Campus Director, with corporate guidance and oversight as
appropriate. MedVance employs a competency -based hiring and performance review
model designed to retain capable instructors. The Company's full-time and adjunct
faculty members participate in on -going education seminars within their fields of
specialization to remain knowledgeable and up-to-date about contemporary information.
