HomeMy WebLinkAboutCRA-R-08-0009 LegislationCity of Miami Legislation CRA Resolution City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 08-00196 Final Action Date: A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY AUTHORIZING A GRANT, IN AN AMOUNT NOT TO EXCEED $1,680,053, TO THE MIAMI WOMEN'S CLUB FOR REPAIR AND 40-YEAR RECERTIFICATION OF THE BUILDING AT 1737 NORTH BAYSHORE DRIVE, MIAMI, FLORIDA; REALLOCATING UNUSED BALANCES OF THE GRANTS TO THE MIAMI WOMEN'S CLUB AUTHORIZED BY RESOLUTIONS CRA-R-05-0035 AND CRA-R-06-0046, IN A TOTAL AMOUNT OF $119,947, FOR THE SAME PURPOSE, AUTHORIZING THE EXECUTIVE DIRECTOR, AT HIS DISCRETION, TO DISBURSE THE GRANT ON A REIMBURSEMENT BASIS, OR DIRECTLY TO SUPPLIERS AND VENDORS, UPON RECEIPT OF INVOICES AND SATISFACTORY DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE, IN A FORM ACCEPTABLE TO GENERAL COUNSEL; FUNDS TO BE ALLOCATED FROM OMNI TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10040.920101.883000.0000.00000. WHEREAS, the building occupied by the Miami's Women's Club at 1737 North Bayshore Drive, Miami, Florida, is located within the Omni Redevelopment District Community Redevelopment Agency's ("CRA") redevelopment area, and has received designation as a historic site by the Miami City Commission and the State of Florida, and is listed in the National Register of Historic Places; and WHEREAS, the Miami Women's Club is identified as a structure of "historic and/or architectural significance" within the redevelopment area in the Omni Redevelopment Plan, at page 21, Section IV. E., "Historic Preservation Plan;" and WHEREAS, "[e]ncourag[ing] preservation and restoration of historic buildings" is a stated objective of the Omni Redevelopment Plan, at page 9, Section III, "Redevelopment Objectives," paragraph C.4.; and WHEREAS, on January 28, 2008, the Miami Women's Club made a presentation to the Board of Commissioners and requested $3,750,000 to underwrite the costs associated with repair and 40-year recertification of its building at 1737 North Bayshore Drive, Miami, Florida; and WHEREAS, by Resolution No. CRA-R-05-0035, passed and adopted on November 3, 2005, the Board of Commissioners authorized a grant, in an amount not to exceed $100,000, to the Miami Women's Club to conduct various surveys and studies prior to proceeding with the building's restoration and $35,260 has not been used: and WHEREAS, by Resolution No. CRA-R-06-0046, passed and adopted on October 30, 2006, the Board of Commissioners authorized a grant, in an amount not to exceed $250,000, to the Miami Women's Club for the renovation of the elevators at the Miami Women's Club and $84,687 has not City of Miami Page I of 2 Printed On: 2/20/2008 File Number: 08-00196 been used; and WHEREAS, Board of Commissioners wishes to reallocate the unused portions of the previous grants, in a total amount of $119,947, and to allocate an additional $1,680,053 for said repairs and recertification; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. A grant, in an amount not to exceed $1,680,053, to the Miami Women's Club for repair and 40-year recertification of the building at 1737 North Bayshore Drive, Miami, Florida, is authorized. Section 3. The unused balance of the grants to the Miami Women's Club authorized by Resolutions CRA-R-05-0035 and CRA-R-06-0046, in a total amount of $119,947, are reallocated for the same purpose. Section 4. The Executive Director is authorized, at his discretion, to disburse the grant on a reimbursement basis, or directly to suppliers and vendors, upon receipt of approved invoices and satisfactory documentation. Section 5. The Executive Director is authorized to execute all documents necessary for said purpose, in a form acceptable to General Counsel. Section 6. Funds are to be allocated from Omni Tax Increment Fund, "Other Grants and Aids," Account Code No. 10040.920101.883000.0000.00000. Section 7.
