Improvements: The property is improved with paving, lighting, drainage
irrigation, landscaping, and fencing.
Utilities: Utilities are available adjacent to the property including potabl
water, sanitary sewer, electric power, telephone and cable television.
Neighborhood: The Property is centrally located in Miami within an older neighborhood, which is over 90% developed. The genera
boundaries of the neighborhood extend north from NW 51h Street to NW 28`h Street, and west from North Miami Avenue to NW 7'h Avenue. Th
neighborhood is further intersected by the I-95 and I-395 elevated expressways. NW 3`d and NW 2"d Avenues are major north -south traffi
arteries though the neighborhood, with local retail shops mixed with residential uses. NW 7'h Street ("Sawyer's Walk") and NW 9i1' Street ("9
St. Pedestrian Mall") serve as pedestrian -oriented corridors.
General Information
Pursuant to Florida Statutes Section 163.380(3)(a), the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is declarin
its intent to dispose of its interest in the referenced real properties and is seeking proposals from private redevelopers or any persons interested i
undertaking to redevelop or rehabilitate the community redevelopment area or any part thereof. All proposals must be consistent with th
existing 1982 SEOPW Redevelopment Plan and should reflect the guidelines recommended in the 2004 Amended Southeast Overtown/Par
West Community Redevelopment Plan currently pending approval by Miami -Dade County. Both plans are available at www.miami-cra.org
Mixed -use projects incorporating mixed -income residential units, with an emphasis on architectural design and landscaping that acknowledge th
:ulturally historic neighborhood are preferred. Proposals should complement the uses associated with the historic Lyric Theater; accommodat
the parking needs of the neighborhood, including those of the Lyric Theater and the International Longshoremen's Association Local 1416; an
be consistent with the entertainment district contemplated by the proposed 2004 Amended Southeast Overtown/Park West Communit
Redevelopment Plan. The CRA will, however, consider all proposals.
All proposals must include a plan for re-p ng the property, a detailed description of th Dject, site plan and renderings, project schedule
background information on the developer's proposed development team and development expertise, a list of all persons with an interest in th
development, and recommendations from the developer's recent clients. Proposals must also demonstrate the financial and legal ability of th
proposer(s) to carry out the project, including information on the financial status of the developer, a project budget consisting of a detailed pr
forma demonstrating sources and uses of funds, and a detailed statement of all financial assistance needed from any source.
Respondents should be aware that the CRA will also be requesting proposals for Block 25 (Folio No. 01-0102-050-1060) immediately to th
north of Block 36. Proposers may bid on one or both blocks. It is anticipated that the parking needs described above will total 200-250 space
and these may be included on either block. The CRA will consider subsidizing a portion of the costs if requested.
All available information on the referenced Property may be obtained from the CRA at 49 N.W. 5th Street, Suite 100, Miami, Florida 33128. Fo

submission conference will be held on Tuesday, October 30, 2007 at 10:00 a.m. at the CRA offices. The "cone of silence" does not apply to thi
RFP, and thus, communication with the staff of the CRA and the City of Miami is permissible.
Respondents must submit ten (10) copies of their proposal to the City Clerk of the City of Miami, at Miami City Hall, 3500 Pan American Drive
Miami, Florida 33133, by 11:30 a.m., on Friday, November 16, 2007. Late proposals and/or proposals submitted at any other location will not b
accepted.
The CRA reserves the right to accept any proposal deemed to be in the public interest and in furtherance of the purposes of Florida's Communit
Redevelopment Act of 1969, to waive any irregularities in any proposal, to cancel this Request for Proposals, to reject any or all proposals
and/or to re -advertise for proposals.
