A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA"),
WITH ATTACHMENTS, APPROVING THE ATTACHED SCOPE OF WORK TO BE
PERFORMED BY ROOTS IN THE CITY, INC. PURSUANT TO THE GRANT FOR
THE BEAUTIFICATION OF NORTHWEST THIRD AVENUE AUTHORIZED BY
RESOLUTION NUMBER CRA-R-06-0050, ADOPTED ON NOVEMBER 27, 2006.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out community redevelopment activities and projects within the Southeast
OvertownfPark West Community Redevelopment Area in accordance with its approved
Redevelopment Plan; and
WHEREAS, to "(r]ebuild and beautify NW 3rd Avenue from NW 8th - 14th Streets" is as a
recommended improvement set forth in the Redevelopment Plan (See Section IV, C., paragraph 1, at
page 27, of the 1982 Southeast Overtown/Park West Community Redevelopment Plan, as amended);
and
WHEREAS, providing "employment opportunities and upward job mobility for residents" is a
stated objective of the Redevelopment Plan at page 13, Section III, B.; and
WHEREAS, the Board of Commissioners, by Resolution Number 06-0050, adopted on
November 27, 2006, authorized a grant, in the amount of $125,000 to Roots In The City, Inc. for the
beautification of Northwest Third Avenue; and
WHEREAS, Roots In The City has submitted a scope of work in accordance with the grant
budget which includes job training; and
WHEREAS, the Board of Commissioners wishes to approve the attached scope of work under
the grant;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWNIPARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted
ioby reference and incorporated herein as if fully set forth in this Section.

Section 2. The attached scope of work to be performed by Roots In The City, Inc., pursuant to
the grant for the beautification of Northwest Third Avenue, authorized by Resolution Number CRA-R-
06-0050, adopted on November 27, 2006 is approved.
Section 3. This Resolution shall become effective immediately upon its adoption.

Location # 1: South lot opposite Mt. Zion Church at 9th Street and North lot opposite Mt.
Zion Church at 9th Street ("Beauganvilla Garden") and ("Mt. Zion Lot")
• Proposed Installation *
Southem lot: Plant 30 bougainvilleas (15 gal), 300 allamandas (5 gal) around
trees, ground cover as needed and specifically around 4 existing oak trees. Install
4 pallets of sod. Install flower bed at northwest corner (approximately 20 sq. ft.)
to include 25 plumbago (5 gal) and 25 allamandas (5 gal).
Northern lot: Instal1 200 plumbago (3 to 5 gal) around perimeter. Install 2 large
annual beds with railings. Install 6 pallets of sod. Enhance overall lot with
additional shrubs and small trees.

This location required preparation of site by hauling and disposing of debris. Topsoil,
mulch and fertilizer were applied to the newly installed plants. Extensive
mulching, fertilizing and maintenance are required. Return visits included
replacing dead and stolen plants. The southern lot is 75% complete and the
northern lot is 50% completed to date.

Location # 2: SE & NW corners at l0th Street ("Jackson Bed" 1
• Proposed Installation *
Plant beds with impatiens and/or marigolds, depending on availability, and a
border with ground cover. Plant at least three brunfelsia (15-gal) on each corner.
• Actually Installed

2. 500 annuals

4. 50 plumbagos
5. 3000 sq. ft. of palmetto grass (6 pallets)
This location required the removal and disposal of existing failed plant material and removal of
trash and liter. It also included the hauling of debris and the addition of new topsoil. Hand
digging was required to avoid damaging metal fencing and recently repaired irrigation system.
Mulch and fertilizer were added and the area is being weeded to maintain it in a clean and safe
condition.
Since it was finished and accepted in early February, two thorough maintenance
visits have included re -mulching, fertilizing, and replacing dead or stolen plants. The Jackson
Bed site is 100% complete and acceptable.

Location # 3: West Side at 9th Street ("Mt. Zion Church Frontage")
• Proposed Installation *
Around church sign and in 3 beds in front of church door, 300 annuals and 4
brunfelsia (5 gal), 50 Mexican bluebells (3 gal) along guardrail. Install additional
shrubs and annuals.
• Actually Installed
1. 250 annuals
2. 30 Mexican bluebells
3. 72 plumbagos
4. 20 bougainvilleas
Of the 72 plumbagos, 60 were planted on the other side of the guardrail and of the
20 bougainvilleas 5 were planted on the other side as well. The task included the
creation of three beds by clearing, hauling and disposing of debris, mulching the
area, installing the plants, and watering and fertilizing them after installation.
This location includes a one-year maintenance schedule which began in March
2007. Roots In The City has re -mulched and replaced dead and stolen plants.
This site is 70% completed and acceptable.

Miami Dade County.

Location # 5: West Side at 13th Street at ("Overtown Library")
• Proposed Installation *
Instal1 20 allamandas (3 gal), 2 brunfelsia (5-10 gal), and ground cover as needed.
Install 2 beds of annuals.

The bougainvilleas were uprooted or died and were replaced with additional annuals which are
included in the current count. The site was prepared by clearing, hauling and disposing of
debris, installing new top soil, installing the plants, and watering, fertilizing and mulching them
after installation. This site includes a one year maintenance schedule, which has included re -
mulching, fertilizing and replacing dead, uprooted, or damaged plants. The job is considered
75% complete and acceptable.

Tasks included collection, hauling and disposal of debris and installation of planting soil. All

fertilizing, re -mulching and replacing dead, damaged, or uprooted plants. The St. John's Wall is
80% complete and acceptable.

Install 200 Mexican bluebells (3 gal) and 200 allamandas
• Actually Installed
Failed plant material and debris was removed and hauled away. Wood railed planting beds were
constructed and prepared with planting soil and mulch. Bougainvilleas, annuals, and Iow ground
cover were installed. After installation the beds were re -mulched, fertilized and watered. Dead
or dying plant material has been replaced as encountered. The one-year maintenance schedule
includes re -mulching and fertilizing. The work has been done in an adequate manner and is
considered 100% complete.

This site was an addition to the grant.

1. 145 Mexican Bluebells
The Mexican bluebells were installed along the fence line in front of Frederick Douglass
Elementary School. The installation included preparing the site for planting by clearing, hauling
and disposal of debris, and the addition of topsoil. Careful hand digging was required to avoid
damaging the decorative fence and maintaining sidewalk access for students. The plants were
watered, mulched and fertilized. This site has a one-year maintenance schedule, is 100%
complete, and is acceptable.

After clearing the area, disposing of failed plant material, and augmenting the soil, Roots In The
City installed native shrubs and two pallets of palmetto grass in the open area south of the
Mary's Soul Food building. In addition a wood railed planting bed was constructed, filled with
planting soil, and planted with bougainvilleas and native shrubs. The planting bed was then
mulched watered and fertilized. This location 70% complete and acceptable.

LANDSCAPER TRAINING PLAN
THIRD AVENUE BEAUTIFICATION AND TRAINING GRANT
During the first twelve months, Roots In The City, Inc. will recruit and train ten
new hires in landscaping skills using consultants from Florida International
University's Environmental Studies Department, Dade County Public Schools, and
Miami -Dade College's Earth Ethics Institute. Trainees will be schooled in specific
landscaping skills, safety, work habits, social skills, and job interviewing.
Areas of training will include the following:
• Basic landscaping skills: mowing, weed control, litter removal, pruning
• Plant propagation: proper methods of growing nursery plants from seed
as well as from cuttings; priority given to growing plumbago, Mexican
bluebells, antique roses, bromeliads, and various species of ground cover
• Safe use of electrical and gas -operated power tools: lawnmower, edger,
pruner, weed whacker, chain saw
• Fertilization: proper and safe use of various types of fertilizers for specific
flowering plants and trees
• Chemical use: proper and safe use of pesticides and other chemicals for
weed control and insect control
• Irrigation: appropriate use and usage patterns, repairs and maintenance
• Tree planting: installation, staking, and maintenance
• Installing sod: ground preparation, sod laying, and sod maintenance
• Ecological and environmental issues: proper and safe techniques to
preserve and protect the ecology and environment of the area
• Work habits, social skills, and job interviewing: regular attendance and
punctuality, work effort and job performance, hygiene, employer relations,
conflict resolution, planning for the future, and job interviewing skills
The training staff will include the following:
• Agronomist: Anselm Rawlins, who has more than twenty years teaching
experience with the Miami -Dade County Public Schools in agriculture and
landscaping.
• Senior Landscaping Trainer: Robert L. Dunn, who has been with Roots In
The City for more than twelve years and has extensive experience in

urban landscaping, will teach basic landscaping, safety, pruning, and plant
propogation, as well as the unit on work habits, social skills and job
interviewing
• Associate Landscaping Trainer: Willington Rolle, who has been with Roots
In The City for eight years, will teach power tool operation and safety
• Field Supervision Trainer: Fredrick D. Dunn, who has been with Roots In
The City for five years, will provide instruction in irrigation, fertilization,
and basic landscaping
• Ecology and environment unit: Jack Parker, Roots In The City board
member and faculty member of the Florida International Univeristy
Department of Environmental Science, will assist Roots In The City in
engaging the department in the training program; additionally the Miami-
Dade College Earth Ethics Institute, which currently provides support for
entrepreneurial efforts in landscaping for Overtown residents, will provide
instruction in this unit
Mandatory classes will be held twice per week for three hours each, and field
trips to local nurseries will be included as part of the curriculum. Staff will keep
records of attendance and class completion. At least twenty hours per week of
practical experience is required for successful completion of the program.
Training will be conducted in the field at Roots In The City's job site or in the
staging area under I-395 at 14th Street. Skill attainment will be evaluated by on-
the-job observation as well as paper -and -pencil tests. Upon completion of the
training, which can be completed within 18 months, employees will be qualified
to work in the nursery industry in south Florida as well as in landscaping service
companies.
The skill level training is as follows:
• Landscaper I
Skill development in mowing, weeding, litter removal, pruning, sod
laying, edging, and the proper and safe use of hand tools
• Landscaper II
Proper and safe use of power tools (weed whacker, pruner, chain
saw, etc.); skill development in sculptured pruning, fertilizing, use
and application of appropriate pesticides and chemicals
• Landscaper III
Advanced use of pesticides, propagation, plant and tree
identification; supervisory skill development
• Landscaper IV
Independent work with a team; basic maintenance skills
Field trips to nurseries (our vendors, for example) will expose trainees to
potential employers and include sessions on:
• Identification of different plants, trees and shrubs
• Growing requirements and conditions for various growing materials
• Different types and uses of chemicals, fertilizers, and other
substances
• The work environment in a nursery
• The business of a nursery
• Propagation and greenhouse growing
Roots In The City staff will provide additional training on interviewing skills,
worklife conduct, and job placement, using our established network of vendors
and volunteers. Positions will be sought in the private sector with nurseries,
landscape service companies, and self-employment opportunities.
Current trainees from Overtown and Liberty City include Tyrone Surles, Damon
Dees, Irvin Atwell, Eddie Simmons, Anthony Dawkins, Joe Brownlee, James
Welbon, and Monica Brown.
