FOR BEAUTIFICATION OF NORTHWEST THIRD AVENUE IN OVERTOWN CONSISTING OF LANDSCAPING AND SIGNAGE, INCLUDING ONE YEAR OF LANDSCAPE MAINTENANCE; AUTHORIZING THE EXECUTIVE DIRECTOR, AT HIS DISCRETION, TO DISBURSE THE GRANT FUNDS ON A REIMBURSEMENT BASIS, OR DIRECTLY TO SUB -GRANTEES AND VENDORS, UPON PRESENTATION OF INVOICES AND SATISFACTORY DOCUMENTATION; AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE ALL DOCUMENTS NECESSARY FOR SAID PURPOSE; ALLOCATING FUNDS FROM SEOPW TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT CODE NO. 10050.920101.883000.0000.00000. WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA") is responsible for carrying out community redevelopment activities and projects within the Southeast Overtown/Park West Community Redevelopment Area in accordance with its approved Redevelopment Plan; and WHEREAS, to "Erjebuild and beautify NW 3rd Avenue from NW 8th - 14th Streets" is as a recommended improvement set forth in the Redevelopment Plan (See Section IV, C., paragraph 1, at page 27, of the 1982 Southeast Overtown/Park West Community Redevelopment Plan, as amended); and WHEREAS, Roots In The City, Inc., has requested a grant to fund landscaping and signage along the Northwest Third Avenue corridor; and WHEREAS, the Board of Commissioners wishes to authorize the grant; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. A grant, in an amount not to exceed $125,000, to Roots In The City, Inc., for beautification of Northwest, Third Avenue in Overtown consisting of landscaping and signage, including one year of landscape maintenance, is authorized. Section 3. Section 4. The Executive Director is authorized to execute all documents necessary for said purpose. Section 5. Funds are to be allocated from SEOPW Tax Increment Fund, "Other Grants and Aids," Account Code No. 10050.920101.883000.0000.00000. Section 6. The northbound ramp of 1-95 at NW 8th Street (primary site) 2. The vacant lot opposite Mt. Zion Church at 9th Street on the east side of 3`d Avenue (primary site) 3. The southeast and northwest corners of NW 10th Street and 3`d Avenue (primary site) 4. The Metrorail overpass between 11th Street and 11th Terrace (primary site) 5. Douglas EIementary School, west side of 3`d Avenue between 11 th Terrace and 12th Street (secondary site) 6. Gibson Park, west side of 3'4 Avenue between 12th Street and 13th Street (primary site) 7. St. John Apartments wall and corner bed, east side of 3`d Avenue between 12th Street and 13th Street (secondary site) 8. Overtown library, west side at 13th Street and 3`d Avenue (primary site) 9. St. John Church frontage, west side of 3`d Avenue and vacant lot on east side of 3`d Avenue between 13th and 14th Streets (meat store/vacant lot) (secondary site) 10. East side of 3`d Avenue at 14th Street (primary site) The three budget levels represent varying amounts of landscaping and maintenance. The mural will include both the overpass and the pillars. A brief overview of each budget level is as follows. Proposal A ($216,000) Landscape all primary sites with annuals, roses and flowering shrubs Landscape secondary sites with drought -resistant flowering shrubs Mulch and water as needed Remove litter 7 days/week Proposal B (S169,000) Landscape all sites with fewer annuals and roses, but more drought -resistant shrubs Mulch and water 3 times/week Remove litter 5 days/week Limited use of sod Proposal C ($130,500) Landscape selected sites with annuals and drought -resistant flowering shrubs (no roses) Mulch and water 2 times/week Remove litter 5 days/week No sod NW 3rd Avenue Landscape Improvements - Roots In The City, inc.
