BACKGROUND:
The attached Resolution ratifies a grant in the amount of $54,024.31 given to the St. John Community
Development Corporation, Inc. for exterior repair and painting of the St. John Apartments complex at 220
and 250 NW 13 Street, and 1300 NW 2nd Avenue, Miami, Florida. At its December 18, 2006 Board
meeting the Southeast Overtown/Park West Community Redevelopment Agency's Board of
Commissioners directed that the CRA quickly identify housing units in need of rehabilitation to bring
vacant units back on line or preserve their habitability. The Board further authorized the executive
director to make grants for this purpose and bring the grants back to the board for ratification. (See
transcript, at pages 33-35). The St. John Apartments were constructed with HUD block grants funds and
are restricted as to income and rent levels. Due to hurricane damage and deferred maintenance,
approximately one-third of the rental units are vacant. The CRA authorized a grant for cleaning, caulking,
stucco repair and paint as part of an on going rehabilitation process to bring the vacant units on line and
stop the deterioration of the remaining units.
JUSTIFICATION:
The "rehabilitation of existing housing, ... provid[ing] opportunity for residents to continue to live in
Overtown, [and] ... remov[ing] slum and blight conditions" are all stated objectives of the Redevelopment
Plan. (See Section III, B., at page 13, of the 1982 Southeast OvertownlPark West Community
Redevelopment Plan, as amended). This grant fulfills those objectives by helping to return vacant rent
restricted units to habitability and preserving the livability of the currently occupied units.

$54,024.31 from SEOPW TIF Fund, entitled "Construction in Progress," Account Code No.
10050.920101. 670000.0000.00000.
