The attached Joint Resolution ratifies the Interim Executive Director's issuance of grants to two artists for works
in the redevelopment areas during the 2006 Art Basel Event. CRA Resolution No. CRA-R-06-0043, adopted on
October 30, 2006, authorized the Interim Executive Director to issue grants not to exceed a total of $75,000 to
underwrite events in the Redevelopment Areas in conjunction with Art Basel 2006, provided that any grant over
$4,500 be brought back before the Board for ratification. The Interim Executive Director issued a grant from the
Southeast Overtown/Park West Community Redevelopment Agency, in an amount not to exceed $37,500, to
Mr. Marvin Weeks for his "Good Bread Alley" installation showcasing the work of Overtown artist Mr. Purvis
Young at the Lyric Theater. The Executive Director also issued a grant from the Omni Redevelopment District
Community Redevelopment Agency, in an amount not to exceed $37,500, to Ms. Betty Rosado for her "Like
Minds" installation, which is on display in the Omni redevelopment area.
JUSTIFICATION:
As required in Resolution No CRA-R-06-0043, which allocated funds for Art Basel grants, this resolution seeks
ratification of the issuance of the grants authorized by the resolution. Support for these events is consistent with
the redevelopment objectives "of restoring a sense of community" and "Program[ing] activities and events that
recreate the former vitality and atmosphere of the community ..." as provided in Section III, B., at Page 13, and
Section IV, M., Paragraph 4, at Page 97, of the 1982 SEOPW Redevelopment Plan, as well as the revitalization
strategy of creating "the image of a desirable high quality 'uptown' district with an attractive appearance, a 24-
hour activity pattern, and a perception of safety and security" as provided in Section IV, "Redevelopment
Proposal," at Page 11, of the 1986 Omni Redevelopment Plan.
As provided in Resolution No. CRA-R-06-0043, it is the intent of the Interim Executive Director to disburse the
grants on a reimbursement basis, or directly to sub -grantees and vendors, upon presentation of invoices and
satisfactory documentation.
FUNDING SOURCE: $37,500 from Southeast Overtown/Park West Tax Increment Fund, "Other Grants and
Aids", Account Code No. 10050.920101.883000.0000.00000; $37,500 from Omni Tax Increment Fund, "Other
Grants and Aids", Account Code No. 10040.920101.883000.0000.00000. (Previously authorized by Resolution
No. CRA-R-06-0043).
