Villacorta References: Interim Executive Director Enclosures: Supporting Documentation; Legislation RECOMMENDATION: It is recommended that the Boards of Commissioners of the Southeast Overtown/Park West (SEOPW) and Omni Redevelopment District (OMNI) Community Redevelopment Agencies (CRAs) approve and adopt the attached Joint Resolution recommending that City Administration direct staff to prepare legislation to amend Chapter 4, Section 4-11 of the Code of the City of Miami, Florida, entitled "Alcoholic Beverages/Exceptions to Distance Requirements," (and any other necessary sections) to modify the boundaries of the Park West, Overtown, and Media Entertainment Specialty Districts. JUSTIFICATION: This item was deferred for the second time at the July 31, 2006 CRA meeting. The Interim Executive Director was instructed to schedule a discussion item on the entertainment specialty districts to include: security, hours of operation, parking, and noise prior to the Boards of Commissioners taking any action. The Media Entertainment Specialty District is located in the Omni CRA and the Overtown and Park West Entertainment Specialty Districts are located in the SEOPW CRA. All three entertainment specialty districts are addressed in the respective updated redevelopment plans. The suggested modifications to the district boundaries are not purely a staff recommendation; but rather, a recommendation contained within the updated Omni Redevelopment Plan as approved by the Omni Steering Committee on October 20, 2004 (see attached boundary changes). The intent of the boundary changes is to eliminate the non -entertainment space between the three districts so that patrons can move from one district to another without walking through areas not included within a district. All boundaries are being shifted to accomplish this objective. The net result is: 1) Park West's 24-hour entertainment district is considerably reduced in size; 2) Overtown's blues and jazz district is moved north out of the residential area where the Sawyer's Walk (Crosswinds) project is located; and 3) Omni's media entertainment district will include the Performing Arts Center and will abut parking under the 1-395 expressway. FINANCIAL IMPACT: None — this is a policy driven item. JHV/eh
