RECOMMENDATION:
It is recommended that the Board of Commissioners for both the Southeast Overtown/Park West and Omni
Redevelopment District Community Redevelopment Agencies (SEOPW CRAs) approve and adopt the attached
Joint Resolution recommending that the City Administration prepare legislation to amend Chapter 4, of the Code
of the City of Miami, entitled "Alcoholic Beverages", by specifically. amending Section 4-11 (and any other
sections required) — Exceptions to Distance Requirements in order to modify the district boundaries for the Park
West Entertainment District, the Overtown Blues and Jazz Entertainment District and the Omni Entertainment
District.
JUSTIFICATION:
As both the SEOPW and Omni CRA Areas continue to develop, it has become apparent that modifications to
the three neighboring entertainment districts be implemented. Presently, the three districts (see attached map)
are distant from one another which creates barriers of travel time and distance for pedestrian visitors to access
one district from the other. The redrawn boundaries of all three districts, approved by the Omni Steering
Committee on October 20, 2004, resolve this issue and allow visitors to park under I-395, in the parking Tots built
by the Miami Parking Authority, and spill out directly into an entertainment district of their choice.
FINANCIAL IMPACT: None — this is a policy driven item
