Villacorta Interim Executive Director Subject: New State Legislative Consulting Agreement with Doug Bruce & Assoc. References: Enclosures: Supporting Documentation; Legislation RECOMMENDATION: It is recommended that the Board of Commissioners for both the Southeast Overtown/Park West (SEOPW) and the Omni Redevelopment District Community Redevelopment Agencies approve and adopt the attached Joint Resolution authorizing the Executive Director to enter into a new agreement with Doug Bruce & Associates to provide legislative consulting services and lobbying initiatives at the State Legislature level for a two year period beginning July 1, 2006 and ending June 30, 2008 for a fee not to exceed $57,600 per year (split 50/50 between both CRAs) plus expenses annual expenses not to exceed $5,000 as approved by the Executive Director. JUSTIFICATION: Doug Bruce & Associates has been the state level consultant/lobbyist for both the SEOPW and Omni CRAs since July 1, 2004 and has presented a proposal to continue in this role for an additional two year period at no increase in cost (a copy of the proposal letter is attached). Mr. Bruce has played a key role in bringing the activities of the Miami to the attention of state legislators and has facilitated meetings with members of the Dade Delegation that have showcased the positive impact Miami's CRAs are having on our community. The most recent legislative tour of Miami's CRAs brought rave reviews from the legislators who participated and can be expected to pay dividends in the future as the CRAs seek support for future initiatives. Mr. Bruce has been instrumental in opening these avenues to the CRA and in establishing recognition of our accomplishments by the Dade Delegation. Additionally, Mr. Bruce represents the interests of the CRAs in fending off legislation that seeks to restrict cities' ability to manage their community redevelopment agencies in favor of increased control by county government. Therefore, it is recommended that we continue our relationship with Doug Bruce & Associates for an additional two years.
