RECOMMENDATION:
It is recommended that the Southeast Overtown /Park West Community Redevelopment Agency (SEOPW CRA)
Board of Commissioners approve and adopt the attached Resolution de -obligating the funding approved in
SEOPW Resolution No. 03-12 (copy attached) in the amount of $150,000 for the North 11th Street Rebuild
Project and re -appropriating this amount for the purpose of building out the interior of the Ward Rooming House
through the City of Miami's Office of Capital Improvements and Transportation.
JUSTIFICATION:
The restoration of the exterior shell of the Ward Rooming House is nearing completion; the watertight roofing
system has to be completed — currently underway and minor punch list items remain. We are now in a position
to begin the process of building out the interior for a meaningful use in the community. In that this structure sits
in the heart of the Lyric Village in Overtown, it is recommended that it be utilized as a gallery for the display of
local artists' works. The funding identified to begin this project immediately in FY'06 is currently appropriated for
a Project Design & Environmental Study (PD&E) for the North 11th Street Rebuild Project between Biscayne
Boulevard and NW 5th Avenue. City CIT has determined that a full PD&E is not necessary for the rebuilding of
North 11th Street and that the funds could be utilized for design and/or construction costs (see attached Project
History). In that design work on this project has yet to begin, this funding is available to be transferred to the
Ward Rooming House Build -Out Project and can be replaced in subsequent years' budgets when CIT is
prepared to go forward with the 11th Street design work. In addition, please be advised, that the FY '07 SEOPW
CRA Budget Proposal contains an additional $200,000 to complete this project as necessary.
