Box 330316 • 3071 SW 38th Avenue Miami, Florida 33233-0316 T 305-665-7471 Re: Water and Sewer Facilities for Omni Redevelopment Area Dear Mr. Rollason: miamidade.gov This City of Miami Community Redevelopment Agency (CRA) has requested Miami -Dade Water and Sewer Department (Department) to assist in the provision of water and sewer facilities to serve the Omni Redevelopment Area (the "Project"). The options for providing such services for the Project are as follows: 1. The Department can provide the design and installation of water facilities in the area for an estimated cost of $2,882,840 and $200,000 for sewer facilities. An exhibit of the proposed water and sewer facilities and the cost estimate for the water facilities are attached. The estimated time of design, construction and completion of the Project is twenty months. 2. Alternatively, the CRA can also select one of its consultants to perform the design (to Department's standards) and the Department will install the facilities. This will reduce the estimate of the Department's cost by approximately 10%, to $2,594,556. 3. A third option is for the Project to be installed as a donation project to in which case CRA will provide the design and installation of the project and then convey the Project to the Department upon completion for its ownership and operation. Independent Review Panel In accordance with the enclosed letter from Joe Arriola of the City which requires that International Trade Consortium applicants for a City -issued Public Works permit pay the amount of the restoration cost Juvenile Assessment Center for the roadways as calculated by the values established in Section 54-52 of the City Medical Examiner Code, CRA will be responsible to obtain the City's Public Works permit and pay the street Metropolitan Planning Organization restoration fee on behalf of the Department. Options 1, 2 and 3 will require an agreement between the two agencies with the first two options requiring the Board of County Commissioners' approval. The Department will prepare the appropriate agreement depending on the option selected. FLORlDA33233-0708 (305)250-5400 PAX (305) 250-5410 On July 18, 2005 Miami -Dade Water and Sewer Department (Department) responded to the City of Miami Community Redevelopment Association (CRA) regarding a prior request to upgrade water and sewer lines in the Omni Redevelopment Area of the City of Miami. Three options were offered to the City in response to our request. This project was subsequently suspended. The City of Miami is respectfully requesting that the Department re -activate this project on behalf of the City and CRA as discussed below. The City and CRA would like to see the Department proceed in accordance with Option 1, whereby the Department will design and install the water and sewer facilities. We understand that cost estimates and schedule data will need to be updated. In addition, the City's Public Works Department will be waiving the requirements for full pavement restoration and only requiring that trenches be restored in accordance with their standard permitting procedures. The City will be addressing full width street infrastructure restoration through separate means. WHEREAS, the Omni Redevelopment District Community Redevelopment Agency ("CRA"), is responsible for carrying out community redevelopment activities and projects in the Omni Redevelopment District Community Redevelopment Area in accordance with its Redevelopment Plan ("Plan"); and WHEREAS, the Plan, at page 9, Section Ili. C., lists as a development objective the provision of "adequate public utilities and services for the area's residents and businesses" and, at page 26, Section V.B., provides for "Public infrastructure improvements including but not limited to, utilities ...; and WHEREAS, the water and sewer facilities in the redevelopment area are in need of upgrading to facilitate redevelopment and adequately serve the area's residents and businesses; and WHEREAS, the Miami -Dade Water and Sewer Department ("WASA") has submitted a proposal, to design and install upgrades to the water and sewer facilities in a portion of the redevelopment area (the "Project"); and WHEREAS, WASA must obtain the approval of Miami -Dade County's Board of County Commissioners to perform the work with its own forces; and WHEREAS, as a prerequisite to requesting such approval, WASA has asked that the CRA appropriate funds for the Project; and WHEREAS, the Board of Directors wishes to authorize the executive Director to negotiate a Joint Participation Agreement with WASA, and to appropriate an amount not to exceed $3,500,000, for the Project; •NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE OMNI REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF City of Miami Page 1 of 2 Printed On: 2016/2006 File Number: 06-00160 • • • MIAMI, FLORIDA: Section 1. The Executive Director is authorized to negotiate a Joint Participation Agreement, in a form acceptable to General Counsel, with the Miami -Dade County Water and Sewer Department for the design and installation of upgrades to the water and sewer facilities in a portion of the redevelopment area, and is directed to present the agreement to the CRA Board of Directors for approval. Section 3. An amount not to exceed $3,500,000 is appropriated for the Project. Section 4. Funds are to be allocated from Omni TIF Fund, "Construction in Progress," Account Code No. 686001.590320.6.860. Section 5. This Resolution shall become effective immediately upon its adoption.
