A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT
AGENCY ("CRA") RATIFYING THE EXECUTIVE DIRECTOR'S ISSUANCE OF A
PURCHASE ORDER, IN THE AMOUNT OF $25,000, TO THE BLACK ECONOMIC
DEVELOPMENT COALITION, INC. D/B/A TOOLS FOR CHANGE, FOR THE
PROVISION OF TECHNICAL ASSISTANCE RELATED TO BUSINESS PLAN
PREPARATION, ACCOUNTING PROCEDURES, GROWTH STRATEGIES AND
BASIC BUSINESS PRACTICES FOR NEW AND EXISTING BUSINESSES
LOCATED WITHIN THE BOUNDARIES OF THE CRA; FUNDS TO BE
ALLOCATED FROM SEOPW TAX INCREMENT FUND, "PROFESSIONAL
SERVICES -OTHER," ACCOUNT CODE NO, 689001.550108.6.270.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out community redevelopment activities and projects in accordance with its
Redevelopment Plan; and
WHEREAS, maintaining existing businesses, attracting new businesses, providing opportunities to
own and manage businesses, and providing better employment opportunities are all stated objectives
of the Redevelopment Plan (See, SEOPW Community Redevelopment Plan, at page 13); and
WHEREAS, the Black Economic Development Coalition, Inc., dlb/al Tools for Change, a non-profit
501(c)(3) corporation, submitted a proposal (the "Proposal") to provide technical assistance in the
areas of business plan preparation, accounting procedures, growth strategies and basic best business
practices to businesses located within the boundaries of the CRA; and
WHEREAS, pursuant to direction received from the Board of Commissioners at the March 27,
2006 CRA meeting, the Executive Director reviewed the Proposal and issued a purchase order to the
Black Economic Development Coalition, Inc. for the provision of said technical assistance; and
WHEREAS the Board of Commissioners wish to ratify the Executive Director's issuance of said
purchase order;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated herein as if fully set forth in this Section.
Section 2. The Executive Director's issuance of a purchase order, in the amount of $25,000, to the
Black Economic Development Coalition, Inc. d/b/a Tools for Change, for the provision of technical
assistance related to business plan preparation, accounting procedures, growth strategies and basic

business practices for new and existing businesses located within the boundaries of the CRA, is
ratified.
Section 3. Funds are to be allocated from SEOPW Tax Increment Fund," Professional
Services -Other," Account Code No, 689001.550108.6.270.
Section 4. This Resolution shall become effective immediately upon its adoption.
