RECOMMENDATION:
It is recommended that the Board of Commissioners of the Southeast Overtown/Park West Community
Redevelopment Agency (SEOPW CRA) approve and adopt the attached Resolution ratifying the actions taken
by the Executive Director in issuing a Purchase Order to the Black Economic Development Coalition, Inc. d/b/a
Tools For Change to provide Technical Services for existing businesses and new businesses to the SEOPW
CRA Area for an amount not to exceed $25,000.00.
JUSTIFICATION:
This item was presented by the Vice Chair at the March 9, 2006, Southeast Overtown/Park West Community
Redevelopment Agency Board meeting as a Non -Agenda Motion instructing the Executive Director to prepare a
Resolution to present to the Board for approval of this Grant. Due to the short time span between the March 9th
meeting and the March 27th meeting, it was not possible to bring the issue back on the 27th (the final proposal
from Tools For Change arrived after the Chairman approved the March 27th agenda on March 13th). In an effort
to expedite the services to the community, the Vice Chair brought this item up for approval as a pocket on the
March 27th Board meeting. After discussion by the Board and, upon the suggestion of the Executive Director, it
was decided that the Executive Director could approve the proposal from Tools For Change as an emergency
and present the item to the Board as a ratification of action already taken at the April Regular Board meeting.
As such, the Executive Director approved the attached proposal and authorized the issuance of a Purchase
Order to the Black Economic Development Coalition, Inc., in an amount not to exceed $25,000.00 and now
requires that emergency action to be ratified by the Board. Tools For Change will be assisting people and
businesses located within the boundaries of the SEOPW CRA with technical assistance which will help them to
obtain better markets for their services/products, contracts, access to loans to help the businesses to grow, with
the primary goal of making the businesses successful and create employment opportunities.
