RECOMMENDATION:
It is recommended that the Board of Directors of the Omni Redevelopment Distract Community Redevelopment
Agency (CRA) approve and adopt the attached Resolution authorizing the Executive Director to provide funding
in an amount not to exceed $800,000 to the City of Miami for the shell and structural rehabilitation of Old Fire
Station No. 2 located at 1401 North Miami Avenue contingent upon the City of Miami transferring the title of said
fire station to the Omni CRA prior to any funding taking place.
JUSTIFICATION:
On January 3, 2006, the City Manager, Joe Arriola sent a memo (copy attached) to Omni CRA Board Chairman
Johnny Winton requesting that the Omni CRA consider funding basic environmental and structural renovations
to the historic Old Fire Station No. 2 in an amount not to exceed $800,000. The use of Tax Increment Fund
(TIF) dollars for historic preservation is an allowable expense under the current Omni Redevelopment Plan, but
Florida Chapter 163 prohibits the use of TIF dollars on municipal buildings. Therefore, it would be necessary for
the City to transfer the property to the CRA to allow this funding mechanism to be implemented. Attached
please find an October 27, 2005 memo from the City's Capital Improvement Project (CIP) Department outlining
the scope of work for this project.
FUNDING: $800,000.00 from Omni TIF Account No. 686001.590320.6.860 entitled Construction in
Progress.
