I am writing to request that the Omni CRA consider funding improvements to the City of
Miami owned historic Fire Station #2, located at 1401 N. Miami Avenue. As you know,
this architectural gcm has been vacant for many
years
considera
disrepair. The City understands the importance of structureaand its llen int o potential asle a
catalyst for reinvigorating the important 14`h Street corridor. The building must be
stabilized to ensure no further decline and to properly market the site for redevelopment.
The Capital Improvements Department has evaluated the conditions at the property and
determined that the scope of work required to ;remov e
secure the structure and re-establish a water -tight roofing system, cancobetaobtained
utilizing CIP consultants. Please review the attached memo from CIP further detailing
their analyses and cost estimate.
Due to the location of the Fire Station within the Omni CRA and the potential for the
redeveloped site to revitalize the area, I believe this project represents an excellent
opportunity for the City and CRA to partner together. With your support, I would like to
recommend that the CRA Board consider funding this project in an amount not to exceed
S800,000 at their December ]2, 2005 meeting, My staff will be available to attend and
respond to any questions the Board may have,

Attached are recommendations and an analysis of probable cost to rehabilitate the e
Station No. 2 located at 1401 N. Miami Avenue. These numbers are conservative existing betoric Fire
budgetary purposes. A complete understanding of the scope and cost would have and are to used for
professional Architect familiar with historic restoration work. Also some of the recommendations
below may have to be modified and/or additional work be requiredo be determined by a
Official and the City's Historical Preservation Officer. Asper initial listed

Building data:
• Size: 10,300 SF two story masonrysr
Lot size: 10,000 SF.and wood structure (1 floor: 5,270 SF, 2nd Floor 5,030 SF).
• History and Architectural Features: Built in 1926 and designed by August C. Geiger,
Miami architect in the early 1920's. Style: Mediterranean Revival. Features include a square
tower with a terrace on the second floor, mission tile roof, masonry a prominent
balconies with decorative twisted columns and a goind s

Scope: Minimum rehabilitation of the Old Historical Fire Station No. 2 building
as described below. The building has extensive roof and water damage and is conas tiiby code and

Purpose: The purpose of this initial phase is to preserve the building from

It's recommended the City hires an Architectural firm with historical restoration experience, even
for the
andinitial rehabilitation phase. The proposed design will need to be presented to the Historice
Environmental preservation Board (HEPB) for approval.
Please note that because this building has been designated a historic building it may be eligible
for a
`special category' State Grant to completely rehabilitate the structure. Applications are from April
May 3lst of each year and its reviewed in September. Please contact Kathleen Kauffman, Cit of Miami

Minimum Scope of Work:
I. Retain the services of an Architectural firm experienced in historic buildings restoration. This
service would include, but not be Iimited to, the production of "as build" plans (there are
none in existence), demolition plans, and minimum rehabilitation plans as required by the
Building Official, survey plans, laboratory tests and specifications for asbestos and Lead
abatement, 40 yr. building recertification (if required),
DERM, HEP Board, etc.) and construction administrationprocess all required permits (City,
2. Selective demolition for asbestos/lead, entire second floor wood frame system and all
damaged roof and roof structure. All electrical and plumbing systems and damaged structural
systems to be repaired.
3. The construction, repairs, installation and/or replacement of the following items: structural
components including concrete beams and roof system (trusses and new roof), secure
exterior doors and windows, exterior paint touch ups and interior painting
installation of a temporary railing system on the second floor (after the second floor wood
structure is demolished). This would allow for safety and to give prospective end users a
better view of the entire building interior. Approximately 500 SF of the second floor is
concrete deck that is to remain.
Also as the roof is concerned, install roof shingles or similar material instead of `mission
tiles' or just leave the roof with the 904 roofing felt until the second phase of the project
commences. That would not only save the City a substantial amount of money upfront but
allow us to apply for the State Grant mentioned above and use those funds to install the
"mission tile" roof later.
4. Minimum required electrical and plumbing work. Installation of minimum lighti
