A JOINT RESOLUTION OF THE BOARDS OF DIRECTORS OF THE SOUTHEAST
OVERTOWN/PARK WEST AND OMNI REDEVELOPMENT DISTRICT COMMUNITY
REDEVELOPMENT AGENCIES ("CRAS") AUTHORIZING THE EXECUTIVE
DIRECTOR TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO
GENERAL COUNSEL, WITH THE CHILDREN'S TRUST, MIAMI-DADE COUNTY, AN
INDEPENDENT SPECIAL TAXING DISTRICT, TO ALLOW THE TRUST TO BENEFIT
FROM ITS LEVY OF A HALF -MILL TAX ON REAL PROPERTY LOCATED WITHIN
THE CRAS' REDEVELOPMENT AREAS.
WHEREAS, the Southeast Overtown/Park West and Omni Redevelopment District Community
Redevelopment Agencies ("CRAs") are responsible for carrying out community redevelopment
activities and projects within their respective Redevelopment Areas in accordance with their approved
Redevelopment Plans; and
WHEREAS, The Children's Trust, Miami -Dade County ("the Trust") was established for the
purpose of funding improvements to children's health, development and safety, and to promote
parental and community responsibility for children who reside in Miami -Dade County; and
WHEREAS, the Trust is funded by the levy of a half -mill tax on nonexempt real property
approved the by voters of Miami -Dade County on September 10, 2002; and
WHEREAS, on October 7, 2003, the Miami -Dade County Board of County Commissioners
(the "Board") adopted Ordinance No. 03-210 requiring, as a condition precedent to the Board's
consideration of any matter concerning a community redevelopment agency, that municipalities, in
their sole discretion, exempt The Trust from the provisions of Florida's Community Redevelopment Act
requiring taxing authorities to pay increment income generated within a community redevelopment
area to the community redevelopment agency; or where this is prohibited, utilize an alternate method
that results in the same benefit to the Trust; and
WHEREAS, due to the outstanding bond obligations, the CRAs are using an alternate method
requiring receipt of the increment by the CRAs and transfer of the increment back to the Trust for use
within the redevelopment areas, it is necessary for the CRAs' to enter into an interlocal agreement
with the Trust; and
WHEREAS, the Boards of Directors wishes to authorize the Executive Director to execute an
interlocal agreement accomplishing this purpose;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARDS OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST AND THE OMNI REDEVELOPMENT DISTRICT
COMMUNITY REDEVELOPMENT AGENCIES OF THE CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by

reference and incorporated as if fully set forth in this Section.
Section 2. The Executive Director is authorized to execute an agreement, in a form acceptable to
General Counsel, with The Children's Trust, Miami -Dade County, an independent Special Taxing
District, to allow the Trust to benefit from its levy of a half -mill tax on real property located within the
CRAs' redevelopment areas.
Section 3. This Resolution shall become effective immediately upon its adoption.
