A RESOLUTION OF THE BOARD OF DIRECTORS OF THE OMNI
REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY
("CRA') AUTHORIZING THE EXPENDITURE OF FUNDS, IN AN AMOUNT NOT
TO EXCEED $1,500,000, FOR STREETSCAPE IMPROVEMENTS ALONG
NORTHEAST 14TH STREET FROM NORTHEAST 2ND AVENUE WEST TO THE
FLORIDA EAST COAST RAILWAY TRACKS (APPROXIMATELY NORTHWEST
1ST AVENUE); AUTHORIZING THE EXECUTIVE DIRECTOR TO DISBURSE SAID
FUNDS, AT HIS DISCRETION, DIRECTLY TO PROJECT VENDORS SELECTED
BY THE CITY OF MIAMI, OR TO AUTHORIZE THE CITY OF MIAMI TO ISSUE
PURCHASE ORDERS TO PROJECT VENDORS, PROVIDED THAT COMPLIANCE
WITH ALL APPLICABLE RULES AND REGULATIONS GOVERNING THE AWARD
OF CONTRACTS TO SAID VENDORS HAS BEEN DEMONSTRATED;
PROVIDING THAT THE CRA SHALL MAINTAIN NONSTANDARD UPGRADES
INSTALLED AS PART OF THE PROJECT; AND REQUESTING THAT THE CITY
OF MIAMI WAIVE ALL ADMINISTRATIVE FEES ASSOCIATED WITH THIS
PROJECT AS ITS IN -KIND CONTRIBUTION; ALLOCATING FUNDS FROM OMNI
TAX INCREMENT FUND, "CONSTRUCTION IN PROGRESS," ACCOUNT CODE
NO, 686001.590320.6.860.
WHEREAS, the Omni Redevelopment District Community Redevelopment Agency ("CRA"), is
responsible for carrying out community redevelopment activities and projects within its redevelopment
area in accordance with the approved Redevelopment Plan; and
WHEREAS, Section V.B. of the redevelopment plan, entitled "Capital Improvement Projects," at
Paragraph 3, provides for: "Public infrastructure improvements including, but not limited to, utilities,
streets, sidewalks, parks, landscaping and upgrading of publicly -acquired easements;" and
WHEREAS, the Board of Directors wishes to extend the streetscape improvements
surrounding the Performing Arts Center of Greater Miami into the Omni entertainment district; and
WHEREAS, the Board of Directors wishes to authorize funding for the Northeast 14th Street
Streetscape Improvements Project, and to provide that the CRA will maintain nonstandard upgrades
installed as part of the project; and
WHEREAS, the Board of Directors wishes to request the City of Miami waive all administrative
fees as its in -kind contribution to the project;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE OMNI
REDEVELOPMENT DISTRICT COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by

reference and incorporated herein as if fully set forth in this Section.
Section 2. The expenditure of funds, in an amount not to exceed $1,500,000, for streetscape
improvements along Northeast 14th Street from Northeast 2nd Avenue west to the Florida East Coast
Railway tracks (approximately Northwest 1st Avenue) is authorized.
Section 3. The Executive Director is authorized to disburse said funds, at his discretion, directly to
project vendors selected by the City of Miami, or to authorize the City of Miami to issue purchase
orders to project vendors, provided that compliance with all applicable rules and regulations governing
the award of contracts to said vendors has been demonstrated.
Section 4. The CRA shall maintain nonstandard upgrades installed as part of the project.
Section 5. The City of Miami is requested to waive all administrative fees associated with this
project as its in -kind contribution and the Executive Director is directed to transmit this request to the
City Manager for appropriate action.
Section 6. Funds are to be allocated from OMNI Tax Increment Fund, "Construction in Progress,"
Account Code No. 686001.590320.6.860.
Section 7. This Resolution shall become effective immediately upon its adoption.
