Winton and Members of the CRA Board Date: December 15, 2005 05-01387 Subject: Authorization of NE/NW 14th Street Streetscape Extension Project Frank K. Rollason References: Executive Director Enclosures: Supporting Documentation; Legislation RECOMMENDATION: It is recommended that the Board of Directors of the Omni Redevelopment District Community Redevelopment Agency (CRA) approve and adopt the attached Resolution authorizing the expenditure of funds, in an amount not to exceed $1,500,000.00, for streetscape improvements along NE/NW 14th Street from NE 2r`d Avenue west to the FEC tracks (approximately NW 1st Avenue) within the existing Omni CRA boundaries; authorizing the Executive Director to either disburse said funds directly to vendors selected by the City of Miami Department of Capital Improvements (CIP) or to authorize the City of Miami to issue purchase orders directly to approved vendors with funding provided from the appropriate Omni CRA Tax Increments Fund (TIF) Account(s) provided that CIP has demonstrated its compliance with all applicable rules and regulations governing the award of contracts to said vendors; acknowledging and accepting that the Omni CRA shall maintain any and all above standard improvements for the life of the CRA; and, further, requesting that the City of Miami waive all administrative fees as its in -kind contribution toward this project. JUSTIFICATION: NE/NW 14th Street is a main corridor which cuts through the Omni CRA (as well as through Overtown) from the FEC tracks eastward across Biscayne Boulevard to the Herald complex on the Bay. Already in progress is the Performing Arts Center Streetscape Pilot Project in the amount of $4.5 million (funded by the Omni CRA) which ends westward at NE 2nd Avenue. The intent of the PAC project is to extend the project into all three Entertainment Districts (Omni District, Park West 24-hour District, and the Overtown Blues and Jazz District) so that visitors will have the same "look" regardless of which entertainment area one may be in. This extension project is a logical first connector going west into the Omni Area in that 14th Street immediately abuts the pilot project and the fact that $1.5 million has been budgeted for this element of the overall Entertainment Districts Streetscape Plan (as identified in both the Dover Kohl Plan for SEOPW and the Zyscovich Plan for Omni) and the fact that there is certainly an economy of scale if the current designers can be given a change order to continue their work for the design phase and possibly the same contractor to continue their work once they have completed the PAC Streetscape "Super -Block" in August of '06.
