A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY ("CRA")
AUTHORIZING THE EXPENDITURE OF FUNDS, IN AN AMOUNT NOT TO
EXCEED $750,000, FOR STREETSCAPE IMPROVEMENTS ALONG THE 3RD
AVENUE BUSINESS CORRIDOR IN OVERTOWN FROM NORTHWEST 7TH
STREET TO NORTHWEST 14TH STREET; AUTHORIZING THE EXECUTIVE
DIRECTOR TO DISBURSE SAID FUNDS, AT HIS DISCRETION, DIRECTLY TO
PROJECT VENDORS SELECTED BY THE CITY OF MIAMI OR TO AUTHORIZE
THE CITY OF MIAMI TO ISSUE PURCHASE ORDERS TO PROJECT VENDORS,
PROVIDED THAT COMPLIANCE WITH ALL APPLICABLE RULES AND
REGULATIONS GOVERNING THE AWARD OF CONTRACTS TO SAID
VENDORS HAS BEEN DEMONSTRATED; PROVIDING THAT THE CRA SHALL
MAINTAIN NONSTANDARD UPGRADES INSTALLED AS PART OF THE
PROJECT; AND REQUESTING THAT THE CITY OF MIAMI WAIVE ALL
ADMINISTRATIVE FEES ASSOCIATED WITH THIS PROJECT AS ITS IN -KIND
CONTRIBUTION; ALLOCATING FUNDS FROM SEOPW TAX INCREMENT FUND,
"CONSTRUCTION IN PROGRESS," ACCOUNT CODE NO. 689001.550108.6.860.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("SEOPW
CRA") is responsible for carrying out community redevelopment activities and projects within the
Southeast Overtown/Park West Redevelopment Area in accordance with its approved Redevelopment
Plan; and
WHEREAS, the Redevelopment Plan, at Section IV. C. 1., includes as a recommended
improvement: "Rebuild and beautify NW 3rd Avenue from NW 8th - 14th Streets;" and
WHEREAS, the Board of Directors wishes to authorize funding for the 3rd Avenue Streetscape
Project and to provide that the CRA will maintain nonstandard upgrades installed as part of the project;
and
WHEREAS, the Board of Directors wishes to request the City of Miami waive all administrative
fees as its in -kind contribution to the project;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by
reference and incorporated herein as if fully set forth in this Section.
Section 2. The expenditure of funds, in an amount not to exceed $750,000, for the 3rd Avenue
Streetscape Project is authorized.

Section 3. The Executive Director is authorized to disburse said funds, at his discretion, directly to
project vendors selected by the City of Miami or to authorize the City of Miami to issue purchase
orders to project vendors, provided that compliance with all applicable rules and regulations governing
the award of contracts to said vendors has been demonstrated.
Section 4. The CRA shall maintain nonstandard upgrades installed as part of the project.
Section 5. The City of Miami is requested to waive all administrative fees associated with this
project as its in -kind contribution and the Executive Director is directed to transmit this request to the
City Manager for appropriate action.
Section 6. Funds are to be allocated from SEOPW Tax Increment Fund, "Construction in
Progress," Account Code No. 689001.550108.6.860.
Section 7. This Resolution shall become effective immediately upon its adoption.
