Winton and Members of the CRA Board Date 10/21/05 Ftie:05-01201 Subject: Ratification of Emergency Action/ 9th Street Mall / Mt. Zion Church Underground Electrical Conversion Frank K. Rallason References: Executive Director Enclosures: Supporting Documentation; Legislation RECOMMENDATION: It is recommended that the Board of Directors for the Southeast Overtown Park West Community Redevelopment Agency (SEOPW CRA) approve and adopt the attached Resolution ratifying the emergency action taken by the Executive Director in awarding a Purchase Order to Wilco Inside Electrical, Inc. in the amount of $20,500.00 for the last leg of underground electrical conversions necessary to complete the Florida Power and Light (FPL) project to remove the power poles along the 9th Street Pedestrian Mall Extension Project. JUSTIFICATION: As part of the 9th Street Pedestrian Mall Extension Project between NW 2' and 3rd Avenues, the SEOPW CRA issued a letter of intent to FPL on December 11, 2003 along with a check in the amount of $141,956.00 for Phase 4 of the underground conversion of the power along the Mall Extension Project pursuant to City Commission Resolution No. 02-256 approved on March 7, 2002 (copy attached). As part of the required work to complete the conversion in the public right-of-way, it was necessary to also convert three properties to underground service — two of which were previously converted. The third property to be converted is The Historic Mt. Zion Baptist Church located at 301 NW 9th Street at the western end of the extension project. The CRA solicited bids and received two responses — one in the amount of $46,672.00 and one in the amount of $20,500.00 (see attached Bid Tabulation Sheet). The entire process of converting Mt. Zion to underground service from design and engineering to the actual construction has been treated as an emergency because FPL has locked in a price with an anticipated time frame and cannot go forward until the Mt. Zion work is completed. Therefore, once the construction bids were received, I authorized the issuance of Emergency Work Order No. 05-73 and Emergency Purchase Order No. 56124 on September 27, 2005 (copies attached) to the lowest bidder (Wilco Inside Electrical, Inc.) to allow construction to begin immediately.
