A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST
OVERTOWNIPARK WEST COMMUNITY REDEVELOPMENT AGENCY
RATIFYING THE ACTIONS OF THE EXECUTIVE DIRECTOR IN AUTHORIZING A
GRANT, IN AN AMOUNT NOT TO EXCEED $97,000, TO THE BLACK ARCHIVES,
HISTORY AND RESEARCH FOUNDATION OF SOUTH FLORIDA, INC. TO
PROVIDE FUNDING FOR SURFACE IMPROVEMENTS AND THE INSTALLATION
OF PAVERS AT THE LYRIC PLAZA, AT NORTHWEST 2ND AVENUE BETWEEN
THE LYRIC THEATER AND THE 9TH STREET PEDESTRIAN MALL, MIAMI,
FLORIDA; ALLOCATING FUNDS FROM SEOPW TAX INCREMENT FUND, "
CONSTRUCTION IN PROGRESS," ACCOUNT CODE NO. 689001.550108.6.860.
WHEREAS, the Southeast Overtown/Park West Community Redevelopment Agency ("CRA")
is responsible for carrying out community redevelopment activities and projects within the Southeast
Overtown/Park West Redevelopment Area in accordance with its approved Redevelopment Plan; and
WHEREAS, re-establishing a special identity for Culmer-Overtown by focusing on the "Little
Broadway" jazz era and the preservation of historic buildings such as the Lyric Theater is a stated
objective of the Redevelopment Plan; and
WHEREAS, the CRA budgeted funds for the improvement of the Lyric Plaza adjacent to the
Lyric Theater in its Fiscal Year 2005 budget; and
WHEREAS, The Black Archives, History And Research Foundation of South Florida, Inc.
requested a grant to provide surface improvements to the Lyric Plaza in time for the 2005 MTV Video
Music Awards Bacardi Party to be held on August 27, 2005 at the Lyric Theater; and
WHEREAS, the Executive Director authorized the grant after determining that the
improvements were necessary for the safety and welfare of those attending the event, but that there
would not be time to bring the matter before the Board prior to the event; and
WHEREAS, the Board of Directors wishes to ratify the actions of the Executive Director in
authorizing the grant;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF MIAMI,
FLORI DA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The actions of the Executive Director in authorizing a grant, in an amount not to

exceed $97,000, to The Black Archives, History And Research Foundation of South Florida, Inc. to
provide funding for surface improvements and the installation of pavers at the Lyric Plaza, at
Northwest 2nd Avenue between the Lyric Theater and the 9th Street Pedestrian Mall, Miami, Florida,
are hereby ratified.
Section 3. Funds are to be allocated from SEOPW Tax Increment Fund, "'Construction in
Progress," Account Code No. 689001.550108.6.860.
Section 4. This Resolution shall become effective immediately upon its adoption.
