Winton And Members of the CRA Board Date: 09/26/05 rile 05-00888 Subject: Approval for Grant to DMP for Wrap -around Building Rehab Program Frank K. Rollason References: Executive Director Enclosures: Supporting Documentation; Legislation RECOMMENDATION: It is recommended that the Board of Directors for both the South East Overtown Park West (SEOPW) and Omni Community Redevelopment Agencies (CRAs) approve and adopt the attached Joint Resolution authorizing the Executive Director to issue a grant to the Downtown Miami Partnership ("DMP") in an amount not to exceed $312,500.00 ($156,250 from SEOPW CRA and $156,250 from Omni CRA) for the purpose of partially funding DMP's new initiative program entitled the "Wrap -around Building Rehab Program". JUSTIFICATION: Under Omni CRA Motion No. M-03-09 approved and adopted on February 24, 2003, a $70,000 grant was provided to the DMP for painting facades in the Omni CRA Area under a program entitled "Paint the Town Red". This program was tremendously successful for the Omni Area and as a result of that success; the DMP desires to expand the program to include more than just facade painting and to extend the program into the SEOPW Area as well. The new Wrap -around Program (copy of program details attached) will include four elements, 1) Commercial Building Rehabilitation Program — CBR, 2) Residential Building Rehabilitation Program — RBR, 3) Hardscape and Landscape Improvement Program — HLIP, and 4) Tenant ImprovementNanilla Box Program — TIVB. The total budget for this program is established at $1,625,000.00 of which this CRA grant makes up less than 20%. In addition, the kickoff project facility is to be the New Masonic Lodge located on the NW 3rd Avenue Business Corridor in Overtown. It is further understood by DMP that the provision of the funds from this grant is contingent upon DMP's success in obtaining the balance of the budgeted grants from the other agencies listed in the proposed budget. This grant complies with the Redevelopment Objectives of both the current SEOPW and Omni Redevelopment Plans in 1) Maintaining existing businesses and attracting new businesses, 2) Rehabilitating existing housing, 3) Preserving historic buildings and sites, 4) Removing slum and blighted conditions, 5) Reinforcing the property tax base, 6) Providing incentives for redevelopment of blighted properties, 7) Eliminating conditions which contribute to blight, 8) Promoting rehabilitation and maintenance of existing viable uses and structures, and 9) Rehabilitating the maximum feasible number of housing units.
