Winton and Members of the CRA Board Date: 09/15005 File: 05-00876 Subject: Resolution for Grant to Greyhound For Facade Enhancements to Renovation Project From: Frank K. Rollason References: Executive Director Enclosures: Supporting Documentation; Legislation RECOMMENDATION: It is recommended that the Board of Directors for the Southeast Overtown Park West Community Redevelopment Agency (SEOPW CRA) approve and adopt the attached Resolution authorizing the Executive Director to issue a Grant in an amount not to exceed $90,000.00 to Greyhound Lines, Inc., for the purpose of enhancing the facade design for the new bus terminal project located at the current bus maintenance facility at 1151 NW 151 Avenue in Park West. JUSTIFICATION: Greyhound Lines, Inc, is in the process of renovating the current bus maintenance facility (letter attached) in Park West to incorporate a bus terminal (estimated cost of $1,086,000.00) which will allow the small house - like bus terminal located on NE 10th Street between North Miami Avenue and NE 1 st Avenue to be demolished (photo attached). In discussions with Ms. Deanna Simsek, Greyhound's Assistant Director of Real Estate, we requested that they incorporate an enhanced facade more in line with the Dover Kohl Redevelopment Plan Update for the SEOPW CRA. Working with us, they were able to incorporate some of the basic foundations to allow for the enhanced facade, but require additional funding to finish it out through construction. They have requested a grant from the SEOPW CRA for this purpose in an amount not to exceed $90,000.00. This facility will incorporate the new bus terminal which was previously under consideration for location on Brickell and later abandoned due to opposition of local residents. With the SEOPW CRA developing at the rate that it is, we want this new facility to add to the neighborhood and not detract with a warehouse/institutional facade. It is believed that these facade enhancements allowed by the issuance of this grant will make that happen. The current Greyhound maintenance facility employs 107 people with 75 being from the immediate neighborhood. In addition, it is anticipated that 5 new jobs will become available as the facility is expanded to include the Bus/Ticketing Terminal. The issuance of this grant complies with Redevelopment Objectives of the current SEOPW Redevelopment Plan in 1) Removing slum and blighted conditions, 2) Reinforcing the property tax base, and 3) Resolving existing and future transportation conflicts. FUNDING SOURCE: $90,000.00 from SEOPW TIF Account No. 689001.550108.6.940 entitled Other Grants and Aids. FKR/eh
