Rollas Executive Director Date: 09/15/05 File: 05-00834 Subject: Approval of Grants for Infrastructure Improvements at Parc Lofts & Filling Station Lofts References: Enclosures: Supporting Documentation; Legislation RECOMMENDATION: It is recommended that the Board of Directors of the Omni Redevelopment District Community Redevelopment Agency (CRA) approve and adopt the attached Resolution authorizing grants to Urban One Development, LLC and Filling Station Lofts, LLC for infrastructure improvements (water mains, fire hydrants, restoration of asphalt and sidewalks, and removal of power poles) associated with the Parc Lofts and Filling Station Lofts residential projects, on N.E. 1 7th Street just east of North Miami Avenue, in a total amount not to exceed $112,000.00; contingent upon: (1) the grants being paid on a reimbursement basis; (2) the improvements being approved by the applicable authorities; (3) demonstration to the satisfaction of the CRA that full payment has been made for the improvements; and (4) Urban One Development, LLC agreeing that all reimbursements from Miami -Dade County Water and Sewer Department for installation of the water mains and fire hydrants will be paid to the CRA. JUSTIFICATION: Two residential projects are in the process of being constructed in a blighted area on the west side of the Omni Redevelopment Area. Parc Lofts is nearing completion with occupancy scheduled for the last quarter of 2005. The Filling Station Lofts are on track to begin construction in 2006. The water and sewer infrastructure in this part of the Omni Redevelopment Area was not sufficient to support this magnitude of residential development; and the Miami -Dade County Water and Sewer Department has required the replacement of 590 linear feet of water main and fire hydrants along N.E. 17th Street between North Miami Court and Northeast First Avenue. This work has also required the restoration of associated asphalt paving and sidewalks. Urban One Development, LLC contracted to perform the upgrades and the water and sewer work has been completed and paid for at a cost of $144,305.88 (copies of AIA payments documents and Release of Lien attached). This grant would reimburse $100,000 or approximately 69% of the cost of the new water main and fire hydrants. The Filling Station Lofts project requires the removal of four power poles in an alley just east of North Miami Avenue at an estimated cost not to exceed $12,000. These grants achieve the Omni Redevelopment Plan's objectives of: (1) Providing adequate public utilities and services for the area's residents and businesses; and (2) Providing incentives for construction of new housing to attract downtown workers. FUNDING SOURCE: $112,000.00 from Omni TIF Account No. 686001.590320.6.940, entitled "Other Grants and Aids." FKR/eh
