Winton And Members of the CRA Board Date: 09/15/05 Pile. 05-00738 Subject Grant for Camillus House Fraiik'4 Rollason References: Executive Director Enclosures: Supporting Documentation; Legislation RECOMMENDATION: It is recommended that the Board of Directors for the SEOPW CRA approve and adopt the attached Resolution authorizing the Executive Director to provide a one-time Grant to Camillus House, Inc., in an amount not to exceed $50,000 for the purpose of installing new perimeter lighting and replacement of all exterior windows with impact glass for the Behavioral Health & Emergency Services (BHES) facility located at 726 N.E. 1st Avenue. JUSTIFICATION: On July 14, 2005, Dr. Paul R. Ahr, President of Camillus House, Inc. submitted a grant request in the amount of $50,000 for these two projects as part of an overall capital improvement program for the downtown facility. Even though efforts are underway to relocate the facility out of the central downtown area, it will take several years for the transition to occur. The proposed grant would be utilized to improve the facade and create a well lighted atmosphere surrounding the facility during this interim period. As stated in their grant request, "... the current facility's facade contributes to the slum and blight for which the CRA was created to eliminate." This Grant is in compliance with the current South East Overtown Parkwest Redevelopment Agency (SEOPW) Redevelopment Plan Objectives to 1) "Remove slum and blight conditions", and 2) "Minimize adverse impacts on existing viable commercial and industrial uses serving the Port and Downtown." Grant funds would be distributed by the Executive Director by either reimbursing approved expenses or to pay vendors directly for work that has been completed and approved for these two projects.
