A RESOLUTION OF THE BOARD OF DIRECTORS OF THE SOUTHEAST
OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY
AUTHORIZING A GRANT, IN THE AMOUNT OF $110,000, TO THE POINCIANA
VILLAGE CONDOMINIUM ASSOCIATION, INC. (THE "ASSOCIATION") FOR
FACADE AND COMMON AREA REPAIRS FOR THE COMPLEX LOCATED AT 269
NORTHWEST 7TH STREET, MIAMI, FLORIDA; AUTHORIZING THE EXECUTIVE
DIRECTOR, AT HIS DISCRETION, TO DISBURSE THE GRANT FUNDS TO THE
ASSOCIATION FOR COMPLETED AND APPROVED WORK, OR DIRECTLY TO
SUPPLIERS AND VENDORS, UPON RECEIPT OF INVOICES AND
SATISFACTORY DOCUMENTATION; AUTHORIZING THE EXECUTIVE
DIRECTOR TO EXECUTE ALL NECESSARY DOCUMENTS FOR SAID PURPOSE;
ALLOCATING FUNDS, IN THE AMOUNT Of $50,000, FROM FISCAL YEAR 2005
SEOPW TAX INCREMENT FUND, "OTHER GRANTS AND AIDS," ACCOUNT
CODE NO. 689001.550108.6.940 AND FUNDS, IN THE AMOUNT OF $60,000,
FROM FISCAL YEAR 2006 SEOPW TAX INCREMENT FUND, "OTHER GRANTS
AND AIDS," ACCOUNT CODE NO. 689001.550108.6.940.
WHEREAS, on June 15, 1988, the City of Miami entered into a development agreement for the
Poinciana Village Project at 269 Northwest 7th Street in Overtown to provide homeownership
opportunities for moderate income families; and
WHEREAS, the Poinciana Village Project was to be built in two phases consisting of a first
phase of 61 condominium units and a second phase of 91 condominium or rental units and/or a hotel
or extended stay facility of 125 rooms; and
WHEREAS, only the first phase has been completed and the project remains mired in
protracted litigation; and
WHEREAS, as a result of the delay in completing the project, there are insufficient funds to
accomplish needed repairs causing the buildings to appear neglected and detracting from the
appearance of the neighborhood; and
WHEREAS, Poinciana Village Condominium Association, Inc. (the "Association") has asked for
a grant to underwrite a portion of the cost of repairs to the exterior facade and common elements; and
WHEREAS, the Board of Directors wishes to authorize the grant;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT AGENCY OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by

reference and incorporated herein as if fully set forth in this Section.
Section 2. A grant, in the amount of $110,000, to the Poinciana Village Condominium Association,
Inc. for facade and common area repairs for the complex located at 269 Northwest 7th Street, Miami,
Florida; is authorized.
Section 3. The Executive Director, at his discretion, is authorized to disburse the grant funds to
the Association for completed and approved work, or directly to suppliers and vendors, upon receipt of
invoices and satisfactory documentation.
Section 4. The Executive Director is authorized to execute all necessary documents for said
purpose.
Section 5. Funds are to be allocated, in the amount of $50,000, from Fiscal Year 2005 SEOPW
Tax Increment Fund, "Other Grants and Aids," Account Code No. 689001.550108.6.940, and in the
amount of $60,000 from Fiscal Year 2006 SEOPW Tax Increment Fund, "Other Grants and Aids,"
Account Code No. 689001.550108.6.940.
Section 6. This Resolution shall become effective immediately upon its adoption.
