Winton and Members of the CRA Board Date: 07/15/05 05-00701 Subject: Grant for Poinciana Village Condominium Association, Inc. From: Frank K. Rollason References: Executive Director Enclosures: Supporting Documentation; Legislation RECOMMENDATION: It is recommended that the Board of Directors for the Southeast Overtown Park West Community Redevelopment Agency (SEOPW CRA) approve and adopt the attached Resolution authorizing the Executive Director to provide a one-time Grant to the Poinciana Village Condominium Association in an amount not to exceed $110,000.00 for the purpose of making infrastructure improvements to the Poinciana Village Condominium Complex located in Overtown at 269 N.W. 7th Street, Miami, Florida 33136. JUSTIFICATION: On January 10, 2005, the Executive Director received a letter from Mr. Del Bryan, President for the Poinciana Village Condominium Association requesting financial assistance for certain complex infrastructure repairs (copy attached). The Poinciana Village Condominium Complex has been at the center of long on -going litigation between the City of Miami, the SEOPW CRA and Poinciana Village/Sawyer's Walk. As part of the fall out from that litigation the existing pioneering resident owners at the complex itself have borne the brunt of the incompletion of this project resulting in the 2"d tower not being constructed which has, in turn, resulted in an occupancy number in Phase I of less than necessary to maintain the complex's infrastructure. The objective of this one-time grant is to provide the funding necessary to make fundamental structural and infrastructure repairs which have been neglected over the years. Repairs shall include such items as 1) replacement of 32 pyramid canopies on the existing carport frames, 2) refurbishment of the complex swimming pool, 3) seal coating of the entire complex parking lot, and 4) structural repairs to building concrete spalling/cracks and subsequent painting of buildings' exterior. it is anticipated that as the Crosswinds project goes forward, the second phase will be completed thus eliminating the necessity for future grants of this type. Payment of this grant shall be either for direct reimbursement for completed approved work or directly to vendors/contractors for approved work as determined by the Executive Director. IT IS CLEARLY UNDERSTOOD BY THE POINCIANA VILLAGE CONDOMINIUM ASSOCIATION PRESIDENT, MR. DEL BRYANT, THAT THIS IS A ONE-TIME CAPITAL MAINTAINANCE/REPAIR GRANT NOT TO BE REPEATED IN ANY AMOUNT OF FUNDING. This Grant is in compliance with the current SEOPW Redevelopment Plan as listed under B. Redevelopment Objectives on page 13 which states, 1) "Provide opportunity for residents to continue to live in Overtown", and 2) "Promote home ownership and new housing for moderate income families and encourage an income mix in all housing." The financial burden placed upon the residents of Phase I to maintain and repair the complex infrastructure designed for both phases is making it difficult for those residents to remain as owners. Thus, this one-time financial assistance grant is appropriate in keeping with the overall mission of the SEOPW CRA.
